 It is recommended that this report be received for information.

 Council Reference/Background/History:

 Clause 3 (d) of the Strategic Policies and Priorities Committee's Report No. 1, in February of 1998 requests that Council receive monthly updates on the number of management employees hired to date. This report will be generated for a period of six months.

 Information on the number of New City of Toronto management positions staffed from January to May 1998 is included in this report.

 Total of Management Hires:  58

 The Community & Neighbourhood Services Department is primarily affected by the amalgamation in the areas of Libraries, Public Health and Housing. There are 5 management positions belonging to this department that are staffed; however they are not new hires since these areas were not part of the amalgamation. The positions are as follows:

1 - Executive Director, Social Development

1 - General Manager, Children's Services

1 - General Manager, Homes for the Aged

1 - General Manager, Social Services

1 - Director, Hostel Services

 There are also three positions belonging to the city's agencies, boards and commissions that have a dual reporting relationship. The following positions under the Community & Neighbourhood Services Department report to the commissioner of the department for administrative purposes and to the related board for all other issues. This year, the Toronto Parking Authority and the Works & Emergency Services Department are negotiating the responsibilities of parking meters. It is expected that in 1999 the Toronto Parking Authority will be independent. The three positions are as follows:

1 - Medical Officer of Health, Public Health

 Works & Emergency Services Department

1 - President, Toronto Parking Authority

Conclusions:

 There were 58 management staff hired into the New City of Toronto as of May 1998. These jobs were staffed within the targeted time frames.

In addition to the CAO, the six commissioners are in place, which completes Phase I of

restructuring. Phase II is well underway. A number of the executive director/general manager and director positions have been filled and several are currently in the process of being filled. Some departments have started filling manager positions as well. The staffing of these key leadership positions facilitates the movement towards stabilizing our new organization and strategic restructuring.

 The next report will include management hires into the City for the month of June 1998.
