Zoning By-law Amendments

Purpose:
This is an information report to the April 1, 1998 East York Community Council. It concerns an application for an Official
Plan and Zoning By-law amendments by Bousfield, Dale-Harris, Cutler & Smith Inc., on behalf of Threegees Development
Corporation. The applicants propose to develop this approximately one (1) hectare site with an eighteen hundred and thirty
two
(1 832) square metre mixed use commercial-industrial building that would incorporate a mix of light industrial, office,
retail, and service commercial uses.
Recommendation:
It is recommended that the East York Community Council convene an evening public meeting for this application in the
third quarter of 1998 and instruct the Clerk to provide public notice by circulation.
Background:
This application was initially submitted for processing on April 27, 1997. That initial submission was for a twenty five
hundred (2 500) square metre mixed commercial-industrial development and it also included a request for closure of a
portion of Cranfield Road fronting the site. Staff advised the applicant to contact Home Depot (their property abuts on the
south side of Cranfield Road) to ascertain whether they had any interest in, or objection to the proposed closure. The
applicant responded by resubmitting this current revised and scaled down application, which no longer contemplates any
road closing.
Comments:
(1)Proposed Approach to this
Application`s Processing:
11 Curity Avenue is located directly across the street from a residential area along Northdale Boulevard. The residents who
will be directly affected by this project should be given an opportunity to scrutinize it and to provide their input at a
preview meeting. As is our practice, comments received at this meeting will be included in our final recommendation
report. We propose to hold this preliminary meeting sometime in early to mid spring. Likewise because this application is
expected to be of interest to the adjoining residents, we propose to present it to Community Council at an evening meeting.
Council should also be aware that the processing of this application may be influenced in terms of timing and Staff`s
recommendations, by the proposed review of the O`Connor Industrial Area`s policies.
(2)Parking and Loading
Facilities:
Based on the requirements of Section 8.1.3 and 8.5.1 of Zoning By-law No. 6752, the proposed uses require upwards of
forty (40) parking spaces (this number will vary depending on the eventual mix of uses, their size etc.), and one (1) loading
space. The applicant`s drawings propose a ninety six (96) space parking area and no loading facilities. These matters are
currently under review by the City`s transportation engineers. Their response will determine
the extent and nature of any necessary revisions. Our future report will deal with these and other matters in a more
comprehensive and informed manner.
Conclusion:
As previously noted this application is expected to generate considerable public interest. Consequently, we are proposing
to hold both a preview and a public meetings and we recommend that the public meeting be held in the evening to allow
ample opportunity for public participation.
