Subject:Overnight Permit Parking on Airdrie Road
Purpose:
To report to the May 6, 1998, meeting of the East York Community Council on implementing overnight permit parking on
Airdrie Road, between Heather Road and Bessborough Drive.

Recommendations:
AIt is recommended that:
(1)the Clerks Department conduct a poll of the residents of Airdrie Road, between Heather Road and Bessborough Drive,
to determine support for the implementation of overnight permit parking, and;
(2)the appropriate City Officials be authorized and directed to take the necessary action to give effect thereto.@
Background:
The Works and Emergency Services Department received a letter from Mr. Gary Gardiner, 31 Airdrie Road, seeking
authorization to park on the street and be exempt from enforcement action under the three-hour parking regulation.
In his letter, Mr. Gardiner states that throughout spring and summer, the maple tree on his front lawn is home to hundreds
of roosting starlings. His concern is that if he parks his vehicles in the driveway, under the tree, the vehicles are covered in
bird droppings. If he parks on the street, his vehicles are away from the tree, but they are subject to enforcement under the
three-hour parking regulation.
Discussion:
Mr. Gardiner previously inquired regarding the implementation of permit parking on Airdrie Road in an effort to avoid
being tagged for parking on the street longer than three hours. Since staff were studying the feasibility of Borough-wide
permit parking, Mr. Gardiner=s petition was held in abeyance pending the result of the study. A final decision on
Borough-wide permit parking was not made due to the amalgamation of the local municipalities.
There are presently no signed parking restrictions on this block of Airdrie Road. Only the unsigned three-hour parking
by-law is in effect. A study by staff revealed that 12 overnight permit parking spaces can be accommodated on this block.
As is the case on other streets in East York, the overnight permit parking regulation will be accompanied by the
alternate-side parking regulation. The location is illustrated in Appendix >A=.
Overnight permit parking is usually implemented on a street due to the demand of parking spaces on the street exceeding
the supply and to allow local residents the opportunity to park as close to their homes as possible. This is not the case on
Airdrie Road. All the affected properties have access to on-site parking. Staff are prepared, however, to recommend a poll
be conducted in response to the petition received.
It should be noted that if no permits are sold on Airdrie Road after overnight permit parking is implemented, staff will
recommend the removal of overnight permit parking on this street.
Conclusions:
Since an overall analysis of overnight permit parking is being conducted on a city-wide basis and may not be completed for
some time, staff recommend processing the petition for overnight permit parking on Airdrie Road that was submitted by
Mr. Gardiner. It is recommended that the Clerks Department conduct a formal poll of the residents of Airdrie Road,
between Heather Road and Bessborough Drive, to determine support for overnight permit parking.
If no permits are sold on Airdrie Road after overnight permit parking is implemented, staff will recommend the removal of
overnight permit parking on this street.
