Subject:Traffic Control Signals - McNicoll Avenue and Silver Springs Boulevard,
Scarborough Agincourt
Purpose:
To update Community Council on the status of the traffic control signal request at the
intersection of McNicoll Avenue and Silver Springs Boulevard, at the request of Councillor
Shaw.

It is recommended that:
(1)this report be presented for the information and direction of Scarborough Community
Council.
Council Reference/Background/History:
The former City of Scarborough, Works and Environment Committee, at the September 22,
1997 meeting recommended; "That prior to the crosswalk being installed on McNicoll
Avenue at Silver Springs Boulevard, that Metropolitan Toronto Council be once again
requested to install traffic lights at this location. If Metro's response is negative, that staff be
authorized to proceed with this crosswalk installation."
Comments and/or Discussion and/or Justification:
The intersection of McNicoll Avenue and Silver Springs Boulevard is located between
Kennedy Road and Birchmount Road. A northbound stop sign on Silver Springs Boulevard
currently controls traffic at this intersection. A contract has recently been awarded to install
a pedestrian crossover at this intersection.
Following the afore mentioned direction by Scarborough Works and Environment
Committee, former Metro Transportation staff investigated this intersection and determined
that the traffic control signal warrant was far from being achieved. In fact, traffic volumes
had decreased from the three previous studies conducted at this intersection in 1996 and
1997.
Due to the timing of the request, former Metro staff, as opposed to Metro Council, reported
directly back to the Scarborough City Clerk's office. As the former Metro Council did not
formally review this request, Councillor Shaw has requested that this issue now be discussed
at Scarborough Community Council.
Conclusions:
In 1997, Scarborough Council authorized staff to proceed with a crossover installation at
this location if the former Metro's response to traffic lights was negative. Based on the
former Metro staff responses, we are now arranging for the crossover to be installed.
