Request for 40 kilometre per hour Speed Limit on
Ranstone Gardens and Yorkshire Road
Scarborough City Centre
The Scarborough Community Council recommends the adoption of the following report (January 23, 1998) from the Director, Road and Traffic Services, Scarborough:
Purpose:
To address the need for a 40 kilometre per hour speed limit on Ranstone Gardens and Yorkshire Road.
Funding Sources:
The $800.00 (approximate) funds associated with the installation of the speed limit signs are available in the Road and Traffic Services 1998 Budget, Account No. 20000-70200-72240.
Recommendations:
It is recommended that:
(1) the 40 kilometre per hour speed limit identified in Appendix 1 of this report be adopted; and
(2) the appropriate by-law be amended accordingly.
Background:
Road and Traffic Services was requested by Councillor Berardinetti, to investigate Ranstone Gardens for a 40 kilometre per hour speed limit due to speeding on this roadway.
Discussion:
Ranstone Gardens provides access to both Kennedy Road and Birchmount Road, south of Lawrence Avenue, and functions as a residential collector roadway. An all-way stop control exists at the intersection of Ranstone Gardens and Yorkshire Road and traffic control signals were recently installed at Kennedy Road and Ranstone Gardens.
40 Kilometre Per Hour Speed Limit Warrant:
The justification for the introduction of a 40 kilometre per hour speed limit on a roadway in the former City of Scarborough is based on a technical warrant established by Road and Traffic Services, and adopted by the former Scarborough Council. Ranstone Gardens meets the necessary requirements for a 40 kilometre per hour speed limit on this roadway based on the following criteria:
- traffic volume
- safe speed on curve
- pavement width
- minimum distance between controls
- horizontal control curve
Speed Study:
Automatic 24-hour speed studies conducted on Thursday, October 2, 1997 on Ranstone Gardens are summarized as follows:

Collision History:
A review of the collision history on Ranstone Gardens reveals six reported collisions over the past three years, January 1, 1994 to December 31, 1996. Three collisions occurred in 1996 and three in 1994. None of these collisions was the result of speeding.
Conclusions:
Based on the fulfilment of the 40 Kilometre Per Hour Speed Limit Warrant, a reduced speed limit is recommended on Ranstone Gardens. As Yorkshire Road acts as a logical extension of this 40 kilometre per hour speed limit, it is also recommended on this road.
