Installing a Parking Prohibition on
Island Road - Scarborough Highland Creek
The Scarborough Community Council recommends the adoption of the following report (January 23, 1998) from the Director, Road and Traffic Services, Scarborough, subject to adding thereto the following new Recommendation No. (2) and renumbering the remaining recommendation accordingly:
A (2) parking be restricted on the north side of Island Road from eighty metres west of East Avenue to Port Union Road to allow for three spaces for vehicles to park west of the current No Stopping restriction;@:
Purpose:
To address the need for a parking prohibition in front of 92 Island Road.
Funding Sources:
The $400.00 (approximate) funds associated with the installation of the parking prohibition signs are available in the Road and Traffic Services 1998 Budget Account No. 20000-70200-72260.
Recommendations:
It is recommended that:
(1) the No Parking regulations identified in Appendix 1 of this report be adopted; and
(2) the appropriate by-law be amended accordingly.
Background:
Road and Traffic Services received a request from an employee at Altamont Nursing Home, 92 Island Road to restrict parking on Island Road in front of the nursing home. The specific complaint is with regard to the sight line problems created for motorists exiting from the nursing home=s driveway when vehicles are parked on the north side of the road. This parking is especially prevalent when the Black Dog Pub, located on the southwest corner of East Avenue and Island Road, is busy. Currently, stopping is restricted on the north side of the road from East Avenue to 60 metres west of East Avenue.
Discussion:
Parking does not appear to be a problem during the day in front of 92 Island Road. However, our investigation has determined that in the evening, especially on weekends, on-street parking is much more prevalent. As such, we could foresee that parking in this area would restrict sight lines for motorists exiting from the driveway of this property.
Conclusions:
We recommend restricting parking in front of the nursing home at 92 Island Road to improve the sight lines at the driveway.
