STAFF REPORT
October 22, 1999
To: North York Community Council
From: Roberto Stopnicki, Director, Transportation Services, District 3
Subject: Parking Prohibitions: Ormont Drive
NorthYork Humber
Purpose:
To install parking prohibitions on the north and south sides of Ormont Drive, west of Signet Drive.
Financial Implications and Impact Statement:
All cost associated with the installation of the parking restrictions are included within the 1999 operating budget.
Recommendations:
It is recommended that:
(1) Schedule VIII of By-law No. 31001, of the former City of North York, be amended to prohibit parking at anytime on
the north side of Ormont Drive, from a point 75 metres west of the westerly limit of Signet Drive to a point 81 metres
westerly thereof; and
(2) Schedule VIII of By-law No. 31001, of the former City of North York, be amended to prohibit parking at anytime on
the south side of Ormont Drive, from the westerly limit of Signet Drive to a point 170 metres westerly thereof.
Background:
The Transportation Services Division was requested by Anna V. D'Alessandro of Apotex Inc., to prohibit parking on
sections of Ormont Drive, between Weston Road and Signet Drive. Currently, parking is permitted for up to a maximum of
three hours on both sides of Ormont Drive, between Signet Drive and Weston Road.
Comments:
The main concerns of the local business owners was that numerous vehicles are parked daily, for extended periods of time,
on both sides of Ormont Drive. This parking activity results in severely restricted access for tractor trailers.
As a result of our investigations, we have confirmed that several vehicles are being parked on both sides of Ormont Drive,
west of Signet Drive. Enforcement of the three hour limit by the Toronto Police Services, has had a limited effect in
resolving the business owners concern. Accordingly, staff of this Division met on site with Councillor Mammoliti and the
executives of Apotex to discuss the situation.
The results of discussions concluded that parking enforcement alone would not resolve their concerns. Therefore, it was
agreed that parking restrictions would be required.
Conclusions:
The parking amendments as recommended, will reduce the long term parking and to assist in access/egress to the loading
docks.
The implementation of the parking restrictions, due to the availability of off street parking, would not impact the local
businesses and would provide unrestricted access to the properties.
