Costs of Policing the Serbian Demonstrations in Toronto
Purpose:
This report provides a status of the impact of the costs of policing the Serbian demonstrations in Toronto on the Toronto
Police Service's operating budget.
Financial Implications:
The financial implications will be reported through the September operating budget variance report.
Recommendations:
It is recommended that this report be received for information.
Council Reference/Background/History:
The Budget Committee, on May 21, 1999 received a report from the Chairman, Toronto Police Services Board, entitled
"Costs of Policing the Serbian Demonstrations in Toronto". The Chairman of the Budget Committee requested the Chief
Financial Officer and Treasurer to report back on this issue to the Policy and Finance Committee.
Discussion:
The report dated May 6, 1999 from the Chairman, Toronto Police Services Board to the Budget Committee indicated that
the direct costs of the Serbian demonstrations (premium pay) cannot be accommodated within the 1999 Operating Budget.
As at April 30, 1999, these costs have been estimated at $900,000. It was recommended that the Toronto Police Services
Board pursue funding from the Federal Government to cover the cost of policing the demonstrations.
During the 1999 Operating Budget deliberations, Council approved the establishment of a Task Force to review target
policing and the deployment strategy for officers assigned to Special Events and/or demonstrations in the central area of
the City of Toronto. The Task Force has been requested to report to the Policy and Finance Committee by June 30, 1999.
Conclusion:
The financial implications of the Serbian demonstrations on the Toronto Police Service's operating budget have yet to be
determined and will be reported through the September operating budget variance report.
