Subject: Speed Limit on Lowcrest Boulevard

Scarborough Wexford

Purpose:

To report on the results of speed studies conducted on Lowcrest Boulevard.

Financial Implications and Impact Statement:

The $800.00 (approximate) funds associated with the installation of speed limit signs are available in the Transportation Services 1999 budget, Cost Centre No. TP0226.

Recommendations:

It is recommended that:

(1) the 40 kilometre per hour speed limit identified in Appendix 1 of this report be adopted; and

(2) the appropriate by-law be amended accordingly.

Background:

As a result of a request from Councillor Kelly's office, Transportation Services is reporting the results of our investigations of speeding on Lowcrest Boulevard. Also requested was the placement of speed limit signs on this street.

Comments:

Lowcrest Drive is a local residential road located west of Warden Avenue and north of Highway 401. An all-way stop exists where Lowcrest Boulevard intersects Cloverleaf Gate. An unposted 50 kilometre per hour speed limit exists on this road.

A 24-hour speed study was conducted on Wednesday, August 25, 1999 on Lowcrest Boulevard. Our study revealed that the majority of motorists are travelling at reasonable speeds on Lowcrest Boulevard with 91% to 94% compliance with the 50 kilometre per hour speed limit. Study results are as follows:

Although speed limit compliance is good, application of the study results to the 40 kilometre per hour speed limit warrant reveals that a speed limit reduction is required. This is in large part due to the fact that the recommended safe speed on the curves on Lowcrest Boulevard range between 20 kilometres per hour and 50 kilometres per hour.

A review of the collision history for the three-year period, January 1, 1996 to December 31, 1998 reveals one collision reported on Lowcrest Drive. This collision occurred in 1998 in the vicinity of 94 Lowcrest Boulevard and involved a motorist striking a parked vehicle.

Conclusions:

In summary, our traffic studies reveal that a 40 kilometre per hour speed limit is warranted on Lowcrest Boulevard.
