Subject: Harmonization Sign By-law
Purpose:
To report on the Scarborough Sign By-law and all issues surrounding harmonization.

Recommendations:
It is recommended that:
(1) this report be received for information.
Background:
Scarborough Community Council, at its meeting of October 12th, 1999, requested that the Manager, Sign Section, East
District provide a report and presentation to Community Council on November 9th, 1999 respecting the Scarborough Sign
By-law and all issues surrounding harmonization.
Comments:
At the present time all aspects of the existing Scarborough Sign By-law are in effect and being enforced.
As draft harmonized by-laws are prepared, it is the Departments intention to forward them to the Planning and
Transportation Committee, with a recommendation that they be forwarded to Community Council for review and
comment.
Due to the complex and various nature of the existing Sign By-law, the harmonization will take place in stages over a
period of time.
Initially it is intended to develop a separate by-law for signs/postering within the road allowance since this is an area that
can be regulated across the City in the same manner and is currently generating many complaints.
A draft by-law has been developed along with a draft by-law for sign permit fees.
These are being reviewed by the City's Legal Department and in draft form both of these proposed harmonized by-laws
reflect what is in the existing Scarborough Sign By-law.
Conclusions:
As the harmonized by-laws are developed, they will be forwarded to the Planning and Transportation Committee with a
recommendation that they be sent to Community Council for review and input.
