Subject: Tam Heather Country Club

Scarborough Highland Creek

Purpose:

Council at its meeting July 6, 7, 8, 1999, through Scarborough Community Council Report No. 8 Clause 15, directed the Commissioner Economic Development, Culture and Tourism to provide a status report on the operations of the Tam Heather Country Club.

Financial Implications and Impact Statement:

There are no financial implications from the adoption of this report.

Recommendations:

It is recommended that a member of the Scarborough Community Council be appointed to the Tam Heather Country Club Board.

Background:

The former City of Scarborough acquired the Tam Heather Country Club in 1994 and has been operating the facility in partnership with the club since that date under the authority of an "interim operating agreement", which directs that the club be responsible for the operating costs of the facility. The operating agreement has been renewed on a year-to-year basis and the initial four (4) year term expires on April 28, 2000.

Comments:

At its meeting of July 6, 7 and 8th, 1999, Council directed staff to review the financial and operating status of the Tam Heather Country Club.

More specifically the recommendations read as follows:

(1) that the current interim agreement with the Tam Heather Country Club be extended from July 1, 1999 to April 28, 2000;

(2) that a detailed review of the existing agreement be undertaken prior to the expiry of the initial four (4) year term on April 28, 2000;

(3) that the City Auditor be requested to undertake the audit of the financial operations and report thereon to the Audit Committee and City Council in October, 1999;

(4) that the Commissioner of Economic Development, Culture and Tourism be requested to undertake a full review of the Tam Heather Country Club operations and report thereon to the Scarborough Community Council in October, 1999;

(5) that the Commissioner of Economic Development, Culture and Tourism, be requested to report to the next meeting of the Scarborough Community Council, to be held on July 15, 1999, on the composition of the current Board of Directors of the Tam Heather Country Club and a method of appointing a member of the Scarborough Community Council thereto;

and further at the July 15, 1999 meeting of Scarborough Community Council:

(6) that the Board of Directors of the Tam Heather Country Club be requested to consider amending their By-law Number 1, Section 5, Item 5.2 to include one Member of the Scarborough Community Council, and in the event the Board agrees, that Councillor Moeser be Community Council's representative, subject to City Council's approval thereof; and

(7) that the Commissioner, Economic Development, Culture and Tourism, report to the Community Council on the Board of Directors' response to this request.

Staff have now met with the Board of Directors of Tam Heather Country Club and have responded to the above recommendations as follows:

(a) Financial Review

Recreation staff are presently assisting the City Auditor in completing an appropriate analysis of the financial position of the Tam Heather Country Club. Upon completion of the necessary accounting, the City Auditor will report to the Audit Committee and Council.

(b) Operational Review

Staff have worked with the Board of Directors of the Club to develop a Business Plan for the 1999/2000 season (Attachment No. 1). The plan will focus the energies of the Board towards finding operational efficiencies while enhancing the membership base and revenue of the Club. The Board is aware of Community Council's concern re: the need for the Board to meet its financial obligation towards future capital requirements. Hopefully, their initiatives as reflected in the Business Plan, will assist in achieving this objective.

A review of the facility's mechanical, electrical and structural integrity has taken place. Several upgrades will take place beginning with electrical system improvements in the year 2000 at a cost of $25,000 and has been included in the year 2000 budget development. (See Attachment No. 2, 10 Year Building Conservation Maintenance Plan).

(c) Operating Agreement

The existing agreement between the Tam Heather Country Club and the City of Toronto was extended to April 28, 2000. Staff will proceed with the detailed review of the agreement as per the recommendations above and report to Scarborough Community Council no later than April 2000.

(d) Council Representation on the Board of Directors

At its annual meeting of September 27, 1999 the Tam Heather Country Club, Board of Directors amended its bylaws to include one member of Scarborough Community Council. (SeeAttachment No. 3, Amendment to By-law Number one).

Conclusions:

The Board of Directors of the Club continue to work hard to satisfy the terms of the existing agreement. Staff will continue to monitor the financial position of the Club. Staff will proceed with a detailed review of the existing operating agreement and report to Council in April of 2000.
