Subject:Yards Rationalization Update
The Works and Utilities Committee reports having received the report dated January
11, 1999, from the Commissioner of Works and Emergency Services respecting the yard
rationalization study, and having directed that it be forwarded to the Strategic Policies
and Priorities Committee, together with the communication dated February 9, 1999,
from Councillor Irene Jones, Lakeshore - Queensway.
Background:
The Works and Utilities Committee on February 10, 1999, had before it a report (January 11,
1999) from the Commissioner of Works and Emergency Services respecting the status of the
yard rationalization study.
The Works and Utilities Committee also had before it a communication (February 9, 1999)
from Councillor Irene Jones, Lakeshore - Queensway, forwarding correspondence regarding
real property in Ward 2 which is being declared surplus to the City's needs; and
recommending that the lands referred to therein, in particular the former Legion Road Sewage
Treatment Plant and Grand Avenue Transfer Station which are designated as Open Space,
should not be sold, but rather given over to park use.

Purpose:
To provide an update on the status of the yard rationalization study and a listing of Works and
Emergency Services locations that are surplus to the Department's operating requirements.
Funding Sources, Financial Implications and Impact Statement:

Council Reference/Background/History:
The Strategic Policies and Priorities Committee at its December 15, 1998 meeting, in
considering the recommendations from the Budget Committee, contained in the
communication (November 19, 1998) from the City Clerk, requested that the Commissioner
of Works and Emergency Services report to the Works and Utilities Committee on the impact
of the closure of the yard locations and that these Committees report thereon to the Strategic
Policies and Priorities Committee.
Comments and/or Discussion and/or Justification:
The Works and Emergency Services Department in co-ordination with the Parks and
Recreation Division, Economic Development, Culture and Tourism Department and Facilities
and Real Estate, Corporate Services, has commenced a process to rationalize its yards and
facilities. Given the complexities involved in the full rationalization of all yards and facilities,
a two-phased approach is planned. The first phase of the process has been to identify those
yards and facilities where the activities can be moved to other locations without incurring
significant operating or capital costs and properties that are not being used for Works and
Emergency Services operations at the present time.
The second phase involves a more comprehensive study intended to examine opportunities for
relocations and better utilization of existing facilities. The study will identify options which
will result in longer term efficiencies, through a variety of mechanisms including co-location
of complementary operations, shared use of equipment, human resources and administrative
support, standardized technology and more effective positioning of fleet operations, shops and
stores.
At its December 15, 1998 meeting, the Strategic Policies and Priorities Committee deferred
the request for the approval of funds to hire a consultant and requested that I report to you on
the impact of closures of the yards and facilities that I am recommending are surplus to the
requirements of the
Works and Emergency Services Department.
The following yards can be declared surplus to Works and Emergency Services operations.
The closing of these locations will not have a significant operating impact on Works and
Emergency Services and the minimal costs required to move will be absorbed within the
Department's operating budget. Corporate Services can now determine the future status of
these sites and whether they can be declared surplus to the City's requirements.
