Remuneration and Expenses of Members of Council

and of the Council Appointees to Local Boards and

Other Special Purpose Bodies for the period

January 1 to December 31, 1998

The Corporate Services Committee recommends that:

(1)the Province of Ontario be requested to enact special legislation to allow City Council to disallow remuneration to City Councillors who are appointees on Agencies, Boards and Commissions; and

(2)the Toronto and Region Conservation Authority (TRCA) be requested not to remunerate City Councillors who are appointed to the Authority and the appropriate staff be requested to provide supporting documentation to that end.

The Corporate Services Committee reports, for the information of Council, having:

(1)requested the Chief Financial Officer and Treasurer to take the following action and report thereon directly to Council for its meeting scheduled to be held on April 13, 1999:

(a)revise the Appendix embodied in her report dated March 15, 1999, entitled "Remuneration as Members of Local Boards and Other Special purpose Body", incorporating the changes suggested by Councillor Mahood; and

(b)indicate on the Appendix embodied in the aforementioned report, entitled "City of Toronto Summary of Remuneration and Expenses for Members of Council for the Period January 1, 1998 - December 31, 1998", those Members of Council who were charged back for telephone costs incurred;

(2)requested the Chief Administrative Officer:

(i)to submit a report directly to Council for its meeting on April 13, 1999, in consultation with the City Solicitor, respecting the remuneration to Council appointees to the Toronto Coach Terminal Inc., being $1.00; and

(ii)to submit a report to the Corporate Services Committee on the Rooming House Licensing Commission, such report to provide information respecting:

(a)the remuneration paid to appointees; and

(b)what the terms of appointment and re-appointment are;

(3)requested the City Clerk to submit a report to Council for its meeting scheduled to be held on April 13, 1999, on what it would cost a Member of Council, in a typical ward, to mail four letters to each registered voter per year, including postage; and

(2)referred the following motion to the Chief Administrative Officer for report thereon to the Corporate Services Committee:

Moved by Councillor Johnston:

"that the Committee support the recommendations of the Budget Committee embodied in the communication dated March 5, 1999, from the City Clerk respecting remuneration of Members of the Toronto and Region Conservation Authority."

The Corporate Services Committee submits the following report (March 15, 1999) from the Chief Financial Officer and Treasurer:

Recommendation:

It is recommended that this report be received and forwarded to Council for information.

Background:

Section No. 247 of The Municipal Act provides that the Treasurer of every municipality shall submit to the Council of the municipality, before February 28, in each year, a statement of the remuneration and expenses paid in the preceding year to each Member of Council in respect of his/her services as a Member of Council or as an officer of the municipal corporation and also to each Member of Council or other person appointed by Council to a local board or other special purpose body.

My report to the Corporate Services Committee, dated February 1, 1999, noted that owing to the current schedule of Council meetings and year end processing schedules, a report respecting the above would be forwarded to the Corporate Services Committee meeting on March 25, 1999 and, subsequently, to Council on April 13, 1999.

This report is in respect of the remuneration and expenses received or paid to Members of Council and Council Appointees to Local Boards and Other Special Purpose Bodies, and is outlined in two sections:

(a)Members of Council:

The table below summarizes the remuneration and expenses of Members of Council for the period January 1 to December 31, 1998, based on remuneration and expenses actually received or paid during the period. Appendices A and B include a breakdown, by expense component, of each Member's office expenses and Appendix C provides details of the corporate business travel costs for each Councillor. The authority for these payments is listed on Appendix D.

(1)The remuneration reported is the amount received in the year 1998. Total fringe benefits of $541,433 is not included.

A remuneration amount in excess of $62,690.56 indicates that the Councillor was paid by The Toronto and Region Conservation Authority a per diem of $65.00 per meeting attended, except for the Chairperson (D. O'Brien) whose per diem was $130.00. The specific amount is disclosed on Section (b) of this report.

(2)The Corporate Business Travel reported herein includes any travel charged to Council Program:

(a)on association business, by a Member of Council elected or appointed to the Executive, Board, Section Executive, Task Force or Committee of the Federation of Canadian Municipalities, Association of Municipalities of Ontario, International Union of Local Authorities, World Association of Major Metropolises, Ontario Good Roads Association and International Council for Local Environmental Issues.

(b)on association business, by a Member of Council who attended the annual meetings of the above associations.

Travel costs charged to other program budgets are not included.

(3)Councillors based at Metro Hall were charged back for telephone costs incurred. Councillors based at City Hall were not charged back for the same.

(4)These expenses relate to meetings, conferences, etc. paid by Local Boards or Other Special Purpose Bodies and are disclosed on Section (b) of this report.

With regard to The Toronto and Region Conservation Authority, under the terms of Section No. 250 of The Municipal Act, a conservation authority is responsible for establishing and paying the remuneration and expenses of the members of the conservation authority appointed by the participating municipalities, unless the conservation authority passes a resolution transferring the responsibility for establishing remuneration and expenses to the participating municipalities.

The Toronto and Region Conservation Authority has passed no such resolution. However, for the information of Council, the remuneration and expenses indicated above were reported to me as having been paid by the Conservation Authority to members appointed by Council for the year 1998.
