Parking Space on Gledhill Avenue

The East York Community Council recommends adoption of the following report (April7,1999) from the Director, Transportation Services, District 1:

Purpose:

To report to the East York Community Council on the proposed implementation of a disabled parking space adjacent to 260 Gledhill Avenue.

Financial Implications:

Funds to undertake the installation of the disabled parking space in the estimated amount of $500.00 are contained in the Transportation Services Division 1999 Current Budget request.

Recommendations:

It is recommended that:

(1)Schedule 'E' of By-law No. 34-93, entitled "To provide for disabled person parking permit holders", as amended, be further amended to implement a disabled parking space on the west side of Gledhill Avenue from a point 49.0 metres south of Barker Avenue to a point 54.5 metres south of Doncaster Avenue;

(2)this disabled parking space be removed when Mr. Sydney Norman no longer resides at 260Gledhill Avenue; and

(3)the appropriate City Officials be authorized and directed to take the necessary action, including the introduction of the necessary Bill in Council to give effect thereto.

Comments:

The Works and Emergency Services Department received a letter from Mr. Sydney Norman, 260Gledhill Avenue, dated February 15, 1999, requesting a disabled parking space adjacent to his residence. A copy of Mr. Norman's disabled parking permit was provided.

Gledhill Avenue, between Lumsden Avenue and Barker Avenue, is currently regulated by overnight permit parking between 11:00 p.m. and 5:00 a.m. A "No Parking Anytime" restriction exists on the east side of the street, and the west side is regulated by the unsigned 3 hour parking regulation when the overnight permit parking regulation is not in effect. The property at 260 Gledhill Avenue does not have access to on-site parking.

Overnight permit parking records from the pervious permit period show that parking permits on Gledhill Avenue sold 6 permits out of a total of 17 permit parking spaces. The implementation of a disabled parking space would effectively eliminate one overnight permit parking space, but will not have any negative effect on the on-street permit parking availability on Gledhill Avenue.

In accordance with the policy of the former Council of the Borough of East York regarding notification of proposed disabled parking spaces, the neighbouring residents will be notified by the City Clerk's, East York Office, that this report is being presented to the East York Community Council.

Conclusions:

It is recommended that a "Disabled Parking Only" space be installed on the west side of GledhillAvenue, adjacent to 260 Gledhill Avenue. The removal of one on-street parking space on Gledhill Avenue is not expected to significantly impact parking in this area, since overnight parking permit, have not been sold out for the past three permit periods.
