Recommendation:
The Licensing Sub-Committee recommends that the authority granted to the members of the previous Licensing
Commissioners under Section 17 of By-law 20-85, quoted below, be extended to the Members of the Toronto
Licensing Tribunal and to the Members of the Licensing Sub-Committee:
"17. Any person duly authorized by the Commission, or any member of the Commission, may at all reasonable
times inspect as much of any house, place or premises as is used for the carrying on of any trade, calling, business
or occupation in respect of which any person has or is required to have a licence under this By-law, and any such
person so authorized or any member of the Commission may inspect any goods, articles, books, records and other
documents of or relating to any such trade, calling, business or occupation, and no person who has or is required to
have a licence under this By-law shall obstruct or hinder the making of the inspection aforesaid, or cause or permit
the same to be obstructed or hindered."
Background:
At its meeting on January 24, 2000, the Licensing Sub-Committee received for information Clause No. 3 of Report No. 5
of the Planning and Transportation Committee headed "Terms of Reference - Licensing Sub-Committee" which was
adopted, without amendment, by the Council of the City of Toronto at its meeting on October 26 and 27, 1999.
The Sub-Committee's action is as noted above.
