STAFF REPORT
January 26, 2000
To: Scarborough Community Council
From: Joe Halstead, Commissioner Economic Development, Culture and Tourism
Subject: Use of Albert Campbell Square for Community Events and Festivals
Scarborough City Centre
Purpose:
To advise Scarborough Community Council on the approach being used to increase the awareness and use of the Albert
Campbell Square for community events and festivals.
Financial Implications and Impact Statement:
There are no financial implications resulting from the adoption of this report.
Recommendations:
It is recommended that:
(1) to enhance the usage of Albert Campbell Square, the Parks and Recreation Division, East District, create a promotion
and marketing plan to increase awareness and the benefits of hosting events at this location on a cost recovery basis; and
(2) the appropriate City Officials be authorized and directed to take the necessary action to give effect thereto.
Background:
Albert Campbell Square, located directly behind the Scarborough Civic Centre, is an ideal site for hosting community
events and festivals. Since the opening of Scarborough Civic Centre in 1972, Albert Campbell Square has been host to a
variety of events, including concerts in the square, multi-cultural events, children's activities, Board of Education events,
figure skating, Farmers Market and many directly operated city functions.
Albert Campbell Square facilities include a large covered amphitheatre, large open area, picnic area with tables, wading
pool, outdoor skating rink, easy access to public transit and plenty of parking.
Comments:
The key areas to be included in the promotion and marketing plan are:
(a) an aggressive marketing strategy in an effort to increase awareness of Albert Campbell Square. Efforts will include
better promotion to advertise availability of Albert Campbell Square for use and the benefits of hosting an event in the
Square, including flyers, newsletters, and other external communications;
(b) liaison with the Community Festivals and Events Grants Program staff to ensure organizations are aware of the Square,
as well as assisting organizations with the operation of the events; and
(c) liaison with community groups who are presently hosting events in the Parks and Recreation Division's East District
that may be searching for a larger or alternate venue.
Conclusions:
Staff will continue their efforts to increase awareness, and encourage the use of Albert Campbell Square to increase the
number of activities in the square on a cost recovery basis.
