Tuesday, March 24, 1998.
The Board of Health met on Tuesday, March 24, 1998, in Council Chamber and
Committee Room A, 2nd Floor, Metro Hall, Toronto, commencing at 12:30 p.m.

Confirmation of Minutes.
On motion by Elca Rennick, the Board amended the minutes of its
February 23, 1998 meeting by revising Point (8) of Minute No. 36
respecting the costs of providing public health programs to read:
$3.13 per person
and $8.26 per household
and approved the minutes as so amended.
On motion by Elca Rennick, the Minutes of the meeting of the Board
of Health held on March 3, 1998 were confirmed.
Business arising from last meeting
Councillor Filion announced that an important matter arising from the minutes of
March 3, 1998 was the appointment by Council of Dr. Sheela Basrur as the Medical
Officer of Health for the City of Toronto Health Unit.
53. Public Health Budget Process and Investing in Public Health and Children s Health
The Board had before it a report (March 11, 1998) from the Medical Officer of
Health providing an Update on Budget Process and recommending that the Board of
Health receive this report for information.
The Board also had before it:
(1) a report (March 12, 1998) from the Medical Officer of Health recommending
that:
1. The Board of Health continue to support needs-based health funding
in order to maintain the health and social infrastructure of the
new city.
2. The Medical Officer of Health continue to consult with public
health stakeholders across the new city to identify service needs
and gaps.
3. As part of a continuing review of public health needs and levels of
service across the new city, the Medical Officer of Health report
back to the Board in the fall of 1998 on a complementary investment
strategy for public health in the following budget year.
(2) a report (March 11, 1998) from the Medical Officer of Health recommending
that:
1. The Board of Health forward to the Budget Committee for
consideration on allocation of funds to Public Health totalling
$1,719,600 on an annualized basis, including $1,240,800 for 1998 in
operational costs and $130,000 in capital costs for children s
health services in the City of Toronto (as per Appendix I).
2. This report be forwarded to the Community and Neighbourhood
Services Committee and to the Children s Action Committee for their
consideration in its development of a children s strategy.
(3) a report (March 11, 1998) from the Medical Officer of Health recommending
that:
1. The Board of Health endorse the attached document Child Nutrition
Programs in the New City of Toronto submitted by the Toronto
Community Partners for Child Nutrition.
2. The Board of Health consider the advice of the Toronto Community
Partners for Child Nutrition that $1,185,480 be allocated to Child
Nutrition Programs to provide municipal core funding for existing
child nutrition programs in the new city.
3. Public Health collaborate with the Toronto District School Board,
the Toronto Catholic School Board and key stakeholders to establish
a working group to oversee city wide issues regarding child
nutrition programs.
4. This report be forwarded to the Children s Action Committee, the
Toronto District School Board and the Toronto Catholic School
Board.
5. The Board of Health and City Council communicate with the
provincial and federal governments to request ongoing funding for
child nutrition programs.
(4) a report (March 4, 1998) from the Etobicoke Community Council recommending
to the Budget Committee and the Toronto Board of Health that they protect
the level of funding for public health during the 1998 budget process as
much as possible.

The Board adjourned at 2:20 p.m. and reconvened at 2:40 p.m. in order to change

On motion by Irene Jones, the Board:
. Received the report (March 11, 1998) from the Medical
Officer of Health respecting Update on the Budget Process.
. Adopted the report (March 12, 1998) from the Medical Officer
of Health respecting Investing in Public Health and in so
doing:
. indicated its continued support for needs-
based public health funding in order to
maintain the health and social infrastructure
of the new city;
. requested the Medical Officer of Health to
continue to consult with public health
stakeholders across the new city to identify
service needs and gaps;
. as part of a continuing review of public
health needs and levels of service across the
new city, requested the Medical Officer of
Health to report back to the Board of Health
in the Fall of 1998 on a complementary
investment strategy for public health in the
following budget year; and
. requested that the foregoing report be
forwarded to the Budget Committee, the
Community and Neighbourhood Services
Committee and all members of Council for
information.
On motion by Dr. Rosana Pellizarri, the Board:
. (a) Amended Recommendation (1) of the report (March 11,
1998) respecting Investing in our Children s Health
by revising the requested amounts so as to read:
(1) That the Board of Health forward to the
Budget Committee for consideration of
allocation of funds to Public Health
totalling $2,905,100 on an annualized basis,
including $2,045,300 for 1998 in operational
costs and $130,000 in capital costs for
children s health services in the City of
Toronto (as per Appendix 1)
and adopted this recommendation; and
(b) forwarded the foregoing report to the
Community and Neighbourhood Services
Committee and the Children s Action Committee
for their consideration in the development of
a children s strategy.
. On motion by Councillor Jones, the Board amended the report
(March 11, 1998) from the Medical Officer of Health
respecting Child Nutrition Programs in Toronto by deleting
Recommendation (2) therein, and in so doing:
. Endorsed the document titled Child Nutrition
Programs in the New City of Toronto
submitted by the Toronto Community Partners
for Child Nutrition, appended to the
foregoing report dated March 11, 1998;
. Requested the Medical Officer of Health to
consult with the Toronto District School
Board, the Toronto Catholic School Board and
key stakeholders to establish a working group
to oversee city wide issues relating to child
nutrition programs;
. forwarded the foregoing report to the
Children s Action Committee, the Toronto
District School Board and the Toronto
Catholic School Board, and to the Budget
Committee, the Community and Neighbourhood
Services Committee and all members of Council
for information; and
. requested the Federal and Provincial
Governments to ensure that ongoing funding
for child nutrition programs are provided,
and requested Council to endorse its action
in this respect and advise the Federal and
Provincial Governments accordingly; and
5. Requested the Minister of Health to maintain her commitment
for the provision of funding for food and nutrition
programs.
6. On motion by Councillor King, the Board requested the
Medical Officer of Health to:
. identify which public health programs and
services would be more appropriately funded
by the provincial government, and report back
to the Board of Health accordingly; and
On motion by Councillor Johnston, the Board requested the
Medical Officer of Health to:
. prepare a chart which demonstrates in a brief
and concise manner, how monies were spent in
1997 on mandatory, optional, and desirable
programs across the six former municipalities
in a way that easily demonstrates why the
reinvestment motion adopted by the Board at
its meeting on February 23, 1998 is so
important in terms of the Board s mandate
with respect to the unmet needs, inequities
and best practices for each program in order
to address the public health concerns of the
citizens across the city.
7. On motion by Councillor Mihevc, the Board requested the City
Solicitor to report back to the Board on the legal
requirements that must be fulfilled in order to call a fully
constituted meeting of a committee, agency, board or
commission of City Council.

54. Interim arrangement for the provision of Animal Services in 1998
The Board had before it a report (March 12, 1998) from the Medical Officer of
Health recommending that:
1. The 1998 revised budget of $4,205.6 thousand as outlined in this report be
adopted.
2. The Board of Health adopt the Interim Plan to deliver Animal Services, as
outlined in this report.
3. The CAO and Medical Officer of Health be authorized to take the necessary
steps to extend the existing sheltering services contract with the Toronto
Humane Society to December 31, 1998 pursuant to the City s purchasing
policy.
4. Under the direction of the CAO, resources be provided from Finance, Audit
and the Amalgamation Office to conduct a comprehensive review of options
for the delivery of animal services across the City.
5. This report be forwarded to the Budget Committee for consideration.

On motion by Councillor Mihevc, the Board:
. Approved the 1998 revised budget of $4,295,600 for the
provision of Animal Services in 1998 and forwarded this
matter to Budget Committee for consideration of funding.
. Recommended to City Council, for its meeting on April 15,
1998, that:
. there be no expansion of contracting out of
animal services in the City of Toronto; and
. the Medical Officer of Health, the Chief
Administrative Officer and the City Solicitor
be authorized to extend the existing contract
with the Toronto Humane Society with the
existing terms and conditions, to December
31, 1998
. Requested the Medical Officer of Health to report back to
the Board of Health for its July 1998 meeting on the
provision of animal shelter services in wards 19-26.
. Adopted the Business Plan prepared by the Toronto Animal
Services Team as a basis for developing the provision of
animal services in the City of Toronto,

55. Draft Procedural By-Law
The Board had before it a Draft Procedural By-law for the Board of Health of the
City of Toronto Health Unit (March 9, 1998) from the City Clerk reporting, as
requested, on the various Procedural By-laws used by the City s Agencies, Boards
and Commissions and requesting that the report be received for information.
On motion by Councillor Prue, the Board deferred consideration of
the draft Procedural By-law to its next meeting and was advised
that Councillor Mihevc and Councillor Prue both had amendments to
the draft. They were asked to provide the Administrator with
these amendments for incorporation into a revised draft.
Councillor King requested that the revised Draft include a
clarification of the words budget and corporate policy matters
pertaining to Section 39 therein.
56. Organizational Structure of the Public Health Department
The Board had before it a joint report (March 24, 1998) from the Medical Officer
of Health and the Commissioner of Community and Neighbourhood Services
recommending that:
1. The complement of physicians in public health be reduced from a total of 12
FTE s in 1997 to 7 FTE s in 1998;
2. Further consideration of the roles and responsibilities of these physicians
occur during the upcoming organizational review and restructuring of Public
Health; and
3. this report be forwarded to the Budget Committee for consideration.
On motion by Councillor King, the Board of Health adopted the joint
report dated March 24, 1998 from the Medical Officer of Health and
the Commissioner of Community and Neighbourhood Services and
forwarded this matter to the Budget Committee for consideration.

57. Improving Food Access in Toronto: A Report on the former City of Toronto Food
Access Grants Program 1996-1998
The Board had before it a report (March 12, 1998) from the Medical Officer of
Health recommending that:
1. The Board of Health approve, in principle, the restoration of the Food
Access Grants program for the 1999 grants cycle.
2. The Medical Officer of Health report back to the Board in the fall of 1998
on how the Food Access Grants program should be funded and administered.
On motion by Robert Davies, the Board of Health adopted the report
(March 12, 1998) from the Medical Officer of Health.
58. Provision and Funding of Public Health Programs and Services
The Board had before it a report (March 6, 1998) from the City Solicitor
recommending that the Board of Health provide City Council with a written notice
that complies with section 72 of the Health Protection and Promotion Act
respecting payment of expenses incurred by the board and the medical officer of
health.
On motion by Dr. Rosana Pellizzari, the Board of Health adopted the
report (March 6, 1998) from the City Solicitor.
59. Appointment of Public Health Funding Program Review Panel Members
The Board had before it a report (March 9, 1998) from the Medical Officer of
Health
recommending that:
1. The Board of Health appoint to the AIDS Prevention Fund Review Panel the
following individuals: Councillor Kyle Rae; Dr. Anne Beach; Colleen Swider;
Lee Zaslofsky; Esmeralda Carvalho; Caroles Francis; Jonas Ma; Adam Shane;
Liz Walker; and Mario Fuentas.
2. The Board of Health appoint to the Drug Abuse Prevention Program Fund
Review Panel the following individuals: Councillor Korwin-Kuczynski;
Councillor Sandra Bussin; Marg Harlang; Marianne Kobus-Matthews; Cathy
Kozma; and Susan Tibaldi.
On motion by Councillor Mihevc, the Board of Health adopted the
report (March 9, 1998) from the Medical Officer of Health.
60. Report of the Board of Health Sub-Committee formed to Review the Community Health
Advisory Council and other Sub-Committees
The Board was advised that the sub-committee had held its first meeting on March
23, 1998 and would be meeting again before the Board s next meeting at a time and
date suitable to all sub-committee members.
61. Noise and Stress-Induced Illnesses
The Board had before it a report (March 10, 1998) from Eric Greenspoon, President,
NoiseWatch requesting that the Board of Health make it a policy and program
priority to continue research on the relationship between noise and stress-induced
illnesses, and to implement a program to raise the public s awareness of
environmental noise.
On motion by Councillor King, the Board referred this communication
to the Medical Officer of Health for appropriate action and report
back.
62. Proposed Future Meetings of the Board of Health
The Board had before it a listing of proposed Board of Health meeting dates and
agenda closings and distribution.
The Board also had before it a list of proposed Board of Health meeting dates from
Councillor Joan King.
On motion by Councillor King, the Board:
1. directed that its next meeting be held on Tuesday, April 21,
1998 beginning at 4.00 pm, and that deputations be scheduled
to begin at 7.00 pm.
2. deferred consideration of approval of the remainder of the
suggested meeting dates for 1998 to its next meeting.
The Board adjourned its meeting at 8:20 p.m.
