Monday, July 6, 1998.
The Board of Health met on Monday, July 6, 1998, in Committee Room C, 2nd Floor,
Metro Hall, Toronto, commencing at 9:30 a.m.

103. Municipal Animal Care and Control Legislation
The Board had before it a report (June 19, 1998) from the Medical Officer of
Health recommending that the Medical Officer of Health and the City Solicitor
report to the Board of Health with draft animal care and control legislation based
on this report and input received from the community.
The Board also had before it:
(1) a communication (July 2, 1998) from Leland (Lee) Davies, Special Projects,
Ontario Society for the Prevention of Cruelty to Animals

(2) a report (June 29, 1998) from Jack Slibar, Chief Operating Officer, Toronto
Humane Society
(3) a report (July 3, 1998) from the Medical Officer of Health recommending
that the Medical Officer of Health report before the end of 1998 on
educational programs to prevent dog bites in the City of Toronto.

On motion by Councillor Jones, the Board:
1. Received the reports (June 19, 1998 and July 3, 1998) from
the Medical Officer of Health, and referred all related
material to the Medical Officer of Health for information
with a request that she prepare a further report, and, in
consultation with the City Solicitor, a draft by-law on
animal care and control taking into consideration the
written and verbal comments made, and submit this report and
draft by-law to the Board of Health for its meeting on
September 15, 1998.
2. Requested each Community Council to consider the foregoing
report and draft by-law when prepared, and after public
consultation at their October 19, 1998 meetings, provide
comments to the Medical Officer of Health for inclusion into
a consolidated report and draft by-law for submission to the
Board s November 10, 1998 meeting for public hearings.
On motion by Councillor Prue, the Board:
3. Requested the Medical Officer of Health to report on the
following, either as an inclusion into the aforementioned
report and draft by-law, or as a separate report:
. the provision of proper enforcement of Animal
Control legislation;
. the issue of fines to serve as a more
effective deterrent
. a clarification of the grandfathering
provisions of existing animal control by-laws
in former municipalities for pet owners whose
pets were registered previous to a city-wide
harmonized by-law being implemented;
. a requirement that impounded animals be
micro-chipped;
. limiting the number of cats in the City to
six per household;
. a process for ensuring that revenues from
licensing fees are filtered into animal
education programs; better pound facilities,
etc.
. the coordination of an animal education
program
. how significant the impact of feral and wild
animals is on the community, and how this
should be addressed.
104. Animal Services Advisory Committee of the Board of Health
The Board had before it a report (June 19, 1998) from the Medical Officer of
Health
recommending that the report be received for information.
The Board also had before it the following communications:

On motion by Councillor Jones, the Board established an Animal Services Advisory
Committee of the Board of Health whose purpose is to provide a forum where
stakeholders can discuss and advise the Board of Health on issues referred by the
Board in relation to municipal animal services, and appointed representatives from
the following organizations for the period ending November 30, 2000:
Councillor Irene Jones - Chair
One other Board of Health member (to be named)
4 representatives from the Ontario Society for the Prevention of Cruelty to
Animals: one from each of the two branches and two affiliates within the City of
Toronto
2 citizen representatives who are not pet owners
1 representative of the Toronto Academy of Veterinary Medicine
1 representative of the Toronto Wildlife Centre
1 representative of the Pet Industry Joint Advisory Council of Canada (PIJAC)
1 representative of the Metro Dog Owners Association
1 representative of a Toronto Cat Owners Association
1 representative of Animal Alliance of Canada
1 representative of Zoocheck Canada
Meetings will be held approximately quarterly, or at the call of the Chair
105. New City Wide Animal Education Program
The Board had before it a report (May 27, 1998) from Councillor Mario Giansante
recommending that a new city wide animal education program be developed.
The Board also had before it the following communications:
