The Toronto Community Council met on Friday, March 27, 1998, in the Council
Chamber, City Hall, Toronto, commencing at 2:30 p.m.

The Chief Administrative Officer provided an overview of the Capital and Operating
Budget for 1998.
The following persons appeared before the Toronto Community Council in connection
with the foregoing matter:

- Ms. Cathy Cowan, Principal, Bowmore School;

- Mr. Dale Waterhouse, Community Workers Program, George Brown College, and
President, Board of Directors of Co-op 85 Bleecker Street;

The Toronto Community Council recommended to the Budget Committee that:
On motion by Councillor Pantalone:
(1) $350,000 be reinstated to the 1998 budget cycle to continue the work on the
mechanical and structural design drawings for the renovation of the
McCormick Recreation Centre;
(2) $400,000 be reinstated to the Capital Budget to continue the renovation of
the two remaining buildings at Fort York;
On motion by Councillor Disero:
(3) the Ossington-Shaw project be correctly designated as a 1998 project;
On moton by Councillor Bussin:
(4) the Fairmount Park Recreation Centre be endorsed as a high priority as it
is included in the $20 million draft Parks and Recreation Capital Program;
(5) the Phase II Renovation of the Ted Reeve Arena be included in the Capital
Budget, as previously approved by the former City of Toronto Council in
1997;
On motion by Councillor McConnell:
(6) the acquisition cost for 495 Sherbourne Street and the feasibility cost of
$60,000 be included in the 1998 Capital Budget;
(7) the report (March 27, 1998) from the Commissioner of Community and Social
Services, addressed to the Budget Committee, respecting 495 Sherbourne
Street - Estimated Capital and Operating Costs to Establish a Multi-Service
Community Facility (Don River) be adopted;
(8) the St. Jamestown Community Centre needs continue to be addressed in the 5
year plan; and
(9) the funds for the land acquisition site for the Toronto Police 51 Division
be reinstated.
The Toronto Community Council also requested:
On a further motion by Councillor Bussin:
(1) the Chief Financial Officer and Treasurer to report to City Council, at its
session to be held on the Capital Budget, on the inclusion of matching
funds of up to $40,000 for the renovation of the snack bar at the Ted Reeve
Arena; and
On motion by Councillor Rae:
(2) the Commissioner of Community and Social Services, in consultation with
appropriate officials, to report to City Council, at its session to be held
on the Capital Budget, on the condition of the conservatory at Allen
Gardens, with recommendations as how best to deal with safety concerns, and
concerns respecting the rehabilitation of the structure of the
conservatory.
The Toronto Community Council also:
On a further motion by Councillor McConnell:
(1) expressed its support for the acquisition of 495 Sherbourne Street in 1998
as proposed by the former City of Toronto Council; and
(2) expressed its support for the business plan recommended by the Commissioner
of Community and Social Services in her report dated March 27, 1998,
addressed to the Budget Committee, respecting 495 Sherbourne Street -
Estimated Capital and Operating Costs to Establish a Multi-Service
Community Facility (Don River).
