Citizen Appointments to the Canadian National Exhibition

Association - Municipal Section and the

Toronto Police Services Board

(City Council on July 8, 9 and 10, 1998, deferred consideration of this Clause to the next regular meeting of City Council to be held on July 29, 1998.)

The Nominating Committee recommends:

(1)Canadian National Exhibition Association (CNEA), Municipal Section:

The Nominating Committee recommends that:

(a)the following citizens be appointed to the Canadian National Exhibition Association (CNEA), Municipal Section:

Ted Aver(CNEA-2)

Kathleen Bazkur(CNEA-8)

Ann Curran(CNEA-17)

Linda A. Ekdahl(CNEA-23)

Richard Gretzinger(CNEA-30)

Sandra Levine(CNEA-45)

John W. Maletich(CNEA-49)

Shirley Merith(CNEA-54)

Belinda M. Mooney(CNEA-57)

(b)the following incumbents on the CNEA, Municipal Section, remain in office until the foregoing appointments take effect immediately prior to the Annual Meeting of the Association scheduled to be held on October15, 1998:

The Nominating Committee recommends that the following citizen be appointed to the Toronto Police Services Board:

Sandy Adelson(TPSB-2)

for a term of office expiring November 30, 2000, and/or until her successor is appointed.

The Nominating Committee reports, for the information of Council, having:

(i)concurred with Council's direction on May 13 and 14, 1998, to include at least one representative of the local community for appointment to the Canadian National Exhibition Association, Municipal Section, and having chosen to recommend "Jilian M.Saweczko (CNEA-80)", as such representative;

(ii)received the following further motion which was referred to the Committee from Council at its meeting held on May 13 and 14, 1998:

Further moved by Councillor Miller:

"It is further recommended that Mr. Fred Sampliner be added to the membership of the Canadian National Exhibition Association (CNEA), Municipal Section.";

(iii)directed that City Council be advised, with respect to the following motion which was referred to the Committee from Council at its meeting held on May13 and14, 1998, that:

(a)the procedures outlined therein were followed during this round of citizen appointments, inasmuch as Members of Council were provided with a confidential list of all applicants so that Members could provide their input to the Nominating Committee in advance of the meeting of the Committee to review the applications, on the understanding that Members could view these applications in the office of the City Clerk;

(b)Members of Council were notified in advance of each meeting of the Committee, so that they could attend meetings or provide input prior to the meetings; and

(c)such procedures will again be followed by the Nominating Committee during the next round of citizen appointments:

Moved by Councillor Chow:

"It is further recommended that:

(1)Members of Council receive a list of all applicants for various appointments;

(2)the Curriculum Vitae of such applicants be made available to interested Councillors through the City Clerk;

(3)the Nominating Committee notify Members of Council, prior to the next appointments, on how they can get involved in the nominating process, such as establishing the criteria for selection, short-listings and interviewing of candidates; and

(4)all Members of Council be notified 48 hours prior to the selection and interviewing process."; and

(iv)deferred consideration of the following motion which was referred to the Committee from Council at its meeting held on May13 and14, 1998, and directed that such motion be considered by the Nominating Committee in connection with the next round of citizen appointments to be made to the Canadian National Exhibition Association, Municipal Section:

Moved by Councillor Miller:

"It is further recommended that:

(1)as part of the process for future appointments to the CNEA, Municipal Section, the introduction seminar for interested persons be held at Exhibition Place; and

(2)at least two citizen members of the CNEA, Municipal Section, appointed by the City of Toronto, be local residents."

The Nominating Committee submits the following communication (May 22, 1998) from the City Clerk:

City Council, at its meeting held on May 13 and14,1998, in adopting, as amended, Clause No.1 of Report No. 3 of The Nominating Committee, headed "Citizen Appointments to Agencies, Boards and Commissions", directed, inter alia, that Recommendation No. (1) of the Nominating Committee pertaining to the citizen appointments to the Canadian National Exhibition Association (CNEA), Municipal Section, be struck out and referred back to the Nominating Committee for the express purpose of including at least one representative of the local community and determining which members of the current slate should be deleted as a result, together with the following motions:

Moved by Councillor Chow:

"It is further recommended that:

(1)Members of Council receive a list of all applicants for various appointments;

(2)the Curriculum Vitae of such applicants be made available to interested Councillors through the City Clerk;

(3)the Nominating Committee notify Members of Council, prior to the next appointments, on how they can get involved in the nominating process, such as establishing the criteria for selection, short-listings and interviewing of candidates; and

(4)all Members of Council be notified 48 hours prior to the selection and interviewing process."

Moved by Councillor Miller:

"It is further recommended that:

Further moved by Councillor Miller:

"It is further recommended that Mr. Fred Sampliner be added to the membership of the Canadian National Exhibition Association (CNEA), Municipal Section."

The Nominating Committee also submits the following communication (May 22, 1998) from the City Clerk:

City Council, at its meeting held on May 13 and14,1998, in adopting, as amended, Clause No.1 of Report No. 3 of The Nominating Committee, headed "Citizen Appointments to Agencies, Boards and Commissions, directed, inter alia, that Recommendation No.(5) of the Nominating Committee pertaining to a citizen appointment to the Toronto Police Services Board be struck out and referred back to the Nominating Committee for further consideration, with a request that the Committee review whether it is appropriate to interview members for the Toronto Police Services Board or any other Agency Board or Commission if they have a conflict of interest.

The Nominating Committee also had before it a communication (June 1, 1998) from Mr. Robin G.Summers expressing an interest in being considered for an appointment to the Toronto Police Services Board.

(A copy of Clause No. 1 of Report No. 3 of The Nominating Committee, referred to above, headed "Citizen Appointments to Agencies, Boards and Commissions", which was amended by City Council at its meeting held on May 13 and 14, 1998, is on file in the office of the City Clerk.)

(Councillor Jakobek, at the meeting of City Council on July 8, 9 and 10, 1998, declared his interest in those portions of the foregoing Clause pertaining to citizen appointments to the Canadian National Exhibition Association - Municipal Section, in that his father-in-law is one of the applicants.)

Other Item Considered by the Committee

(City Council on July 8, 9 and 10, 1998, received this Clause, for information.)

(a)Appointments to the Board of Directors of the Greater Toronto Airports Authority (GTAA).

The Nominating Committee reports having:

(1)deferred consideration of the communications (May 21, 1998) from the City Clerk and (June 2, 1998) from the President, Labour Council of Metropolitan Toronto and York Region, respecting appointments to the Board of Directors of the Greater Toronto Airports Authority, pending a response by the Minister of Transport, Canada, to the following recommendations adopted by City Council at its meeting held on May 13 and 14, 1998:

"It is further recommended that:

(1)the Greater Toronto Airports Authority (GTAA) be requested to refrain from making an appointment to the Board of Directors, having regard that Mr. Jeff Lyons, the appointee recommended by the Nominating Committee, has withdrawn his application for this appointment; and

(2)the Minister of Transport be notified of the foregoing request by City Council of the GTAA, and be requested to ensure that such request is carried out.";

(2)directed the City Clerk to send a letter to the Minister of Transport advising the Minister that the Nominating Committee is awaiting a response to the foregoing request adopted by City Council; and

(3)further directed the City Clerk to postpone placing a notice in the local community newspapers notifying the communities of the former Cities of York and Etobicoke of this vacancy on the GTAA Board until the Nominating Committee has had the opportunity to consider such requested response from the Minister of Transport.

(i)(May 21, 1998) from the City Clerk advising that City Council on May 13 and 14, 1998, struck out Clause No. 1 of Report No. 2 of The Nominating Committee, headed "Appointments to the Board of Directors of the Greater Toronto Airports Authority (GTAA)", and referred such Clause back to the Nominating Committee for further consideration; and further advising that City Council adopted, in part, the following recommendations:

"(3)the City Clerk be requested to notify the communities of the former Cities of York and Etobicoke of this vacancy on the GTAA Board, by means of the local community newspapers, in order to determine whether other individuals are interested in this position; and

(5)the Nominating Committee be requested to review their policy with respect to the selection of nominees to the GTAA Board of Directors and report thereon to Council for further consideration".

(ii)(June 2, 1998) from Ms. Linda Torney, President, Labour Council of Metropolitan Toronto and York Region, advising that the Labour Council's nominee for appointment by City Council to the GTAA Board of Directors is Ms. Sharon Moss, who has already served a term in this capacity.
