TUESDAY, APRIL 14, 1998
City Council met at 2:12 p.m., in the Council Chamber, Metro Hall, Toronto.
Mayor Lastman took the Chair and called the Members to order.
372 At the request of Council, the City Clerk called the Roll at 2:12 p.m., those Members
present at the call of the Roll being:

374 Mayor Lastman read the following Notice of Special Meeting:
In accordance with the direction of Council, a Special Meeting of Council will be
held on Tuesday, April 14, 1998, at 2:00 p.m., and on Wednesday, April 15, 1998,
at 9:30 a.m., in the Metro Hall Council Chamber, 55 John Street, Toronto, for the
following purposes:
(a) to permit Council to resolve itself into Committee of the Whole to hear
deputations from the public on significant budget pressures facing the
City; and
(b) to consider and enact a bill to confirm the proceedings of this Special
Meeting.
375 At this point in the proceedings, and with the permission of Council, Mayor Lastman
proposed that, having regard to the number of speakers and to ensure that the Council
proceedings remain on schedule, questions by Members of Council of the deputants be kept
to a minimum and, at the conclusion of the speakers, all submissions received be referred
to the Budget Committee for consideration.
Council concurred in the foregoing proposal.
376 At this point in the proceedings, Councillor Chow, with the permission of Council, moved
that Council adopt the following recommendations:
It is recommended that:
(1) during any lapse in the hearing of deputations, members of the public who are
present at this Special Meeting who have not been included on the list of speakers
due to time constraints, be given the opportunity to address Council; and
(2) the City Clerk be requested to canvass Members of Council to determine whether a
quorum would be available to convene another Special Meeting of Council during the
week of April 20, 1998, to hear additional deputations, and report thereon to
Council prior to the conclusion of this Special Meeting. ,
which was carried.
(Subsequently, on April 15, 1998, Council received a report dated April 15, 1998, from the
City Clerk, as requested by Council, advising that all Members of Council were canvassed
and, due to prior commitments, no quorum would be available to convene an additional
Special Meeting the week of April 20-25, 1998.)
377 Council had before it the following communications, petitions and briefs:
(1) (March 1998) from Toronto Community Partners for Child Nutrition, seeking support
for child nutrition programs and submitting a background document, entitled
Nourish our Children ... Nourish our Future, Child Nutrition Programs in the New
City of Toronto ;
(2) (March 24, 1998) from Mr. E. Posner, President, Ward Twenty-Eight Community
Association, addressed to the Chair, York Community Council, regarding
neighbourhood traffic improvements; enclosing a communication (December 3, 1997)
from Mr. E. Posner, President, Ward Two Community Association, addressed to Mayor
Lastman, in this regard; and also submitting a document prepared by the Canadian
Automobile Association respecting traffic calming;
(3) (April 4, 1998) from Mr. S. Kleiman, Owner, Feeling Fine , in support of
continued funding for the former City of York s Commercial Facade Improvement
Grant Program;
(4) (April 6, 1998) from Mr. A. Marmugi, Castlefield Design and Decor District,
seeking support for the Castlefield Design and Decor District s budget;
(5) (April 7, 1998) from M. Matheson, Vice-President, Advocacy and Status, ACTRA
Toronto Performers, requesting, among other things, that the City of Toronto s
culture budget be kept at the combined 1997 totals from the seven former
municipalities;
(6) (April 9, 1998) from Ms. T. Venturino, Toronto, in support of the Toronto Humane
Society proposal to consolidate animal control services across the City of
Toronto;
(7) (April 10, 1998) from Ms. L. Majchrzak, Toronto, submitting comments on animal
services in the City of Toronto and in support of animal services being provided
by the Toronto Humane Society on a flat-rate rather than a per diem basis;
(8) (April 12, 1998) from M. and G. H. Van Steen, Toronto, in support of animal
services in the City of Toronto being provided by the Toronto Humane Society;
(9) (April 12, 1998) from Ms. Z. Onen, Toronto, regarding funding for staff dedicated
to pedestrian issues;
(10) (April 14, 1998) from Ms. S. LeBreton, RN, Street Health, requesting that funding
for the Homeless Initiative Fund be maintained at current levels;
(11) (undated) from Mr. G. Panagapka, Toronto, in support of continued funding for the
Injection Drug Use Program;
(12) (undated) from Martin Ahermaa Editorial Services, submitting comments on
potential cuts to the Toronto Public Library budget;
(13) Petition containing the signatures of approximately 2,081 seniors representing
six Senior Community Centres in Scarborough: L Amoreaux, Birkdale,
Mid-Scarborough, Scarborough Village, Leacock, and Port Union, expressing
concerns that seniors programs may be affected by amalgamation and requesting
that City Council, in formulating new plans for seniors, notify affected groups
so they may observe and participate in discussions;
(14) (April 14, 1998) from Ms. Joan Doiron, Co-Chair, Environmentalists Plan
Transportation, urging Council to use the budget as a means of realizing Official
Plan objectives for a liveable City, and submitting a document, entitled
Toronto s Wealth , in this regard;
(15) (March 24, 1998) from Mr. T. Binh Ngo, Toronto, submitting comments regarding
dental benefits for seniors;
(16) (April 14, 1998) from Mr. R. Boem, Member, St. Clair Gardens B.I.A., submitting
comments regarding the budget as it relates to business taxes;
(17) (April 14, 1998) from Mr. H. Levine, Chair, Citizens for the Old Town, urging
Council to maintain the Heritage Toronto budget at current levels;
(18) (April 14, 1998) from Mr. D. Casey, Acting President, CUPE Local 79, expressing
concerns regarding proposed reduced staffing levels in various Departments, and
urging Council to preserve the City s services and recognize the important role
of City employees;
(19) (April 14, 1998) from Mr. D. Casey, Acting President, CUPE Local 79, urging
Council to support Toronto Animal Services as the provider of animal services in
the City of Toronto;
(20) (April 15, 1998) from Ms. A. McGowan, Toronto, in support of animal services in
the City of Toronto being provided by the Toronto Humane Society;
(21) (April 14, 1998) from Ms. F. Beard, Director, Community and Tenant Services,
Metropolitan Toronto Housing Authority, advising of the Authority s support for
adequate funding for a range of programs affecting children, and enclosing a
brief in this regard;
(22) (April 15, 1998) from Mr. J. Murphy, enclosing a copy of presentation material
from Serena Toronto, outlining the services provided by the organization; and
(23) (undated) from the following organizations submitting a form letter from the
Council of Agencies Serving South Asians (CASSA) recommending that non-profit and
charitable organizations should not be liable for any new taxes that are a result
of the creation of the new City of Toronto:

Council also had before it the following documents:
(i) (April 14, 1998) Operating Budget Backgrounder;
(ii) (April 8, 1998) Capital Budget Backgrounder; and
(iii) Overhead presentation, headed Overview of 1998 Capital and Operating Budget ,
presented by the Chief Administrative Officer.
The Mayor requested Members of Council to indicate whether they had an interest in the
matter before Council, together with the nature of the interest.
378 Councillor Ashton declared his interest in those portions of the 1998 Operating Budget
pertaining to:
(i) the Building Division budget, insofar as it relates to salaries and benefits, in
that his wife is employed by the City of Toronto Urban Planning and Development
Services Department; and
(ii) the Community and Neighbourhood Services Department, Children s Services
Division, in that his daughter is registered in a non-profit day care centre.
Councillor Fotinos declared his interest in those portions of the 1998 Operating Budget
pertaining to the Community and Neighbourhood Services Department, Children s Services
Division, in that his mother provides private home child care.
Councillor Pantalone declared his interest in those portions of the 1998 Operating Budget
relating to the Community and Neighbourhood Services Department, Children s Services
Division, in that his children are registered in a non-profit day care centre.
Councillor Shiner declared his interest in those portions of the 1998 Operating Budget
pertaining to the Council budget, insofar as it relates to salaries and benefits, in that
his wife is employed part-time by the City of Toronto as his Executive Assistant.
Councillor Walker declared his interest in those portions of the 1998 Operating Budget
pertaining to the operation of the outer harbour marina, in that his daughter may attend
there in the summer.
Mayor Lastman designated Councillor Pantalone to take the Chair for the next part of the
meeting, and vacated the Chair.
379 At this point in the proceedings, and with the permission of Council, the Chief
Administrative Officer gave a presentation to the Council in regard to the 1998 Operating
and Capital Budgets.
Councillor Pantalone gave the Chair to Deputy Mayor Ootes, and vacated the Chair.
At this point in the proceedings, Councillor Layton moved that Council now resolve itself
into Committee of the Whole for the purpose of hearing deputations from the public
regarding the 1998 Operating and Capital Budgets, which was carried.
