Appointment of Public Members to the Toronto Parking Authority Board
Reason for Confidential Information
This report deals with personal matters about identifiable individuals who are being considered for appointment to the Toronto Parking Authority Board.
Summary
City Council needs to appoint two public members to serve on the Toronto Parking Authority Board. The Interview Subcommittee for Toronto Parking Authority will interview candidates at its meeting on June 6, 2017, and recommend two public members to the Civic Appointments Committee to fill these positions.
Recommendations
The City Clerk recommends that:
1. The Interview Subcommittee for Toronto Parking Authority recommend two candidates to the Civic Appointments Committee for appointment by City Council to the Toronto Parking Authority Board, at pleasure of Council, for a term of office ending on July 7, 2021, and until successors are appointed.
2. City Council direct that the confidential information contained in Confidential Attachments 1, 2, 3 and 4 remain confidential in its entirety as it relates to personal matters about identifiable individuals being considered for appointment to the Toronto Parking Authority Board.
Financial IMPACT
There are no financial implications arising from this report.
Decision History
At its meeting held May 5, 6, and 7, 2015, City Council appointed two public members to the Toronto Parking Authority Board for a term of office ending December 31, 2016, and three public members for a term of office ending November 30, 2018. All public members serve until successors are appointed:

Comments
Composition of the Toronto Parking Authority Board
The board consists of 8 members composed of:
· 2 members of Council
· 5 public members
· the City of Toronto’s General Manager of Transportation Services, or designate, as a non-voting member
City Council appoints the board's chair, and the board elects a vice chair from amongst its members.
There are currently two positions under consideration
Two positions on the board are currently held by members who were appointed in May 2015 for a term of office ending December 31, 2016, and until successors are appointed. The members are:
· Geraldine Kozorys-Smith
· Paul Scargall
The Interview Subcommittee may choose to nominate eligible members currently serving on the board for re-appointment.
Term of office for public members is four years
Public members appointed to the Toronto Parking Authority Board will serve a four year term of office. Members serve until their successors are appointed.
Committee members must be eligible and meet certain qualifications
In addition to the general eligibility requirements set out in the Public Appointments Policy, public members should collectively demonstrate a range of qualifications including:
· a sound financial and administrative background, including experience in real estate joint ventures
· a sound background in human resources and union-related matters
· a clear understanding of land use and transportation planning
· an understanding of commercial enterprises, including marketing and advertising
· understanding of public service objectives and operations
· commercial sensitivity and acumen
We have consulted with Toronto Parking Authority staff
The Public Appointments Secretariat consulted with Toronto Parking Authority staff in February 2017 to discuss current board needs and the appointments process. They indicated that an appointee with a background in law, transportation, and/or transportation planning would help support the Parking Authority's ability to effectively carry out its mandate and meet its strategic goals.
The Interview Subcommittee will recommend candidates to the Civic Appointments Committee
The Interview Subcommittee for Toronto Parking Authority Board will interview candidates at its meeting on June 6, 2017. The recommended candidates will be forwarded to the Civic Appointments Committee in a decision letter following the interviews.
Public release of names of recommended candidates
The name of the recommended candidates will be publicly reported once the Civic Appointments Committee forwards its recommendations to City Council.
