Reason for Confidential Information
This report deals with personal matters about identifiable individuals who are being considered for appointment to the Greater Toronto Airports Authority (GTAA) Community Environment and Noise Advisory Committee (CENAC).
Summary
The Environmental Nominating Panel will conduct interviews during its meeting on May 8, 2017 and recommend one candidate to City Council for appointment to the GTAA CENAC as a City of Toronto public member representative.
Recommendations
The City Clerk recommends that:
1. The Environmental Nominating Panel recommend one candidate to City Council for appointment to the Greater Toronto Airports Authority Community Environment and
Noise Advisory Committee as a City of Toronto public member representative, at pleasure of Council, for a term of office ending on November 30, 2018, and until a successor is appointed.
2. The Environmental Nominating Panel direct that the confidential information
contained in Confidential Attachments 1, 2, 3, and 4 remain confidential in their entirety
as they relate to personal matters about identifiable individuals being considered for
appointment to the Greater Toronto Airports Authority Community Environment and
Noise Advisory Committee.

During its meeting on April 25, 2017, the Environmental Nominating Panel identified XX candidates to be interviewed for appointment to the GTAA CENAC as a City of Toronto public member representative:

Comments
The GTAA CENAC is an external advisory body
The GTAA CENAC provides a forum for community stakeholders to meet with GTAA management and aviation stakeholders. The Committee considers the mitigation of aircraft noise in the surrounding community and the operation of Toronto Pearson International Airport in an environmentally-responsible manner.
Composition of the GTAA CENAC
The City of Toronto has three seats (two public member representatives and one Member of Council) on the 13-member Committee, which also has public and elected representatives from the City of Mississauga, the City of Brampton, Halton Region, York Region, and Durham Region.
The GTAA CENAC's Terms of Reference dictate the selection of Chair
The GTAA CENAC's Terms of Reference require that the Committee's Chair is the GTAA President and CEO or his or her designate.
Committee members must meet certain qualifications and be eligible
In addition to the general eligibility requirements set out in the Public Appointments Policy, public member representatives should collectively bring the following skills and expertise to the Committee:
· Ability to ask questions and engage in dialogue concerning scientific and technical
concepts necessary for informed discussion;
· Ability to deal with sensitive issues in a respectful and empathetic manner with a
diverse public;
· Ability to invest time and energy towards learning about the technical and regulatory aspects related to the environmental and noise impacts of airport operations;
· Connection to their community and networks to disseminate information and bring in feedback from their constituents;
· Experience or knowledge in aviation, airport operations, air transportation industry management, and noise management is beneficial, but not required;
· Interest in representing community interests in relation to noise and environmental
impacts of Toronto Pearson's operations;
· Regular access to a computer, e-mail, and the Internet;
· Willingness to communicate directly with residents at meetings; and/or
· Willingness to represent CENAC at community engagement events throughout the year.
For the public member representatives appointed by the City of Toronto, preference is given to residents living in the geographic area of the Etobicoke York Community Council, provided that they meet the necessary skills and requirements listed above.
There is currently one position under consideration
Armando Sanchez was appointed to the Committee in May 2015 for a four-year term of office. Mr. Sanchez resigned from the Committee effective February 6, 2017, resulting in one vacancy for a City of Toronto public member representative.
The term of office will end on November 30, 2018, and until a successor is appointed
The successful appointee will be appointed for a term of office ending on November 30, 2018, and until a successor is appointed.
Public release of the name of the recommended candidate
The name of the recommended candidate will be publicly reported once the Environmental Nominating Panel forwards it recommendation to City Council.
