Reason for Confidential Information

 

This report deals with personal matters about identifiable individuals who are being considered for appointment to the Yonge-Dundas Square Board of Management ("Yonge-Dundas Square Board").

 

Summary

 

The Facilities and Finance Nominating Panel will conduct interviews during its meeting on June 22, 2017 and recommend two candidates to City Council for appointment to the Yonge-Dundas Square Board as public members.

 

Recommendations

 

The City Clerk recommends that:  

 

1. The Facilities and Finance Nominating Panel recommend two candidates to City Council for appointment to the Yonge-Dundas Square Board of Management, at pleasure of Council, for a term of office ending on July 6, 2021, and until successors are appointed.

 

2. The Facilities and Finance Nominating Panel direct that the confidential information contained in Confidential Attachments 1, 2, 3, 4, and 5 remain confidential in their entirety as they relate to personal matters about identifiable individuals being considered for appointment to the Yonge-Dundas Square Board of Management.

 

Financial IMPACT

 

There are no financial implications arising from this report.

 

Decision History

 

During its meeting on June 5, 2017, the Facilities and Finance Nominating Panel identified eight candidates to be interviewed for appointment to the Yonge-Dundas Square Board:

Comments

 

Composition of the Yonge-Dundas Square Board

The Board consists of 15 members composed of:

 

·         The Member of Council for Ward 27, Toronto Centre-Rosedale;

·         Five public members;

·         Two members of the Downtown Yonge Business Improvement Area (BIA) nominated by the BIA;

·         One member nominated by Ryerson University;

·         One member nominated by a local resident’s association;

·         One member nominated by the Corporation of Massey Hall and Roy Thomson Hall;

·         One employee of the Toronto Parking Authority (ex-officio, no voting rights);

·         One employee of the Toronto Police Service (ex-officio, no voting rights); and

·         Two City of Toronto staff (ex-officio, no voting rights).

 

Board members must be eligible and meet certain qualifications

In addition to the general eligibility requirements set out in the Public Appointments Policy, public members should collectively bring the following skills and expertise to the Yonge-Dundas Square Board:

 

·         An ability to work with people with diverse interests;

·         Good communication, decision-making, and interpersonal skills;

·         Interest in the complexities and challenges of city-building in Toronto;

·         Knowledge of economic and community development; and/or

·         Sound finance and administrative skills.

 

City Council appoints the Board's Chair

Municipal Code Chapter 636, Public Squares, Section 636-7C provides that City

Council appoints one public member to serve as the Chair of the Yonge-Dundas Square

Board. In June 2015, City Council appointed Jan Mollenhauer as the Chair of the Board

for a term of office ending on November 30, 2018, and until a successor is appointed.

 

There are currently two positions under consideration

The Facilities and Finance Nominating Panel must recommend public members to fill two positions on the Board which are currently held by Andreas Kalogiannides and Rahim Moosa who were appointed on June 12, 2015 for a term of office ending on December 31, 2016, and until successors are appointed.

 

The Nominating Panel may choose to recommend eligible and interested public members currently serving on the Board for reappointment.

 

The term of office will be until July 6, 2021, and until successors are appointed

The successful appointees will be appointed for a four-year term of office ending on July 6, 2021, and until successors are appointed.

 

Public release of names of recommended candidates

The names of the recommended candidates will be publicly reported once the Facilities and Finance Nominating Panel forwards its recommendations to City Council.
