The Facilities and Finance Nominating Panel recommends that:
1. City Council appoint the following three candidates to the Toronto Investment Board, at pleasure of Council, for a term of office ending on October 4, 2019, and until successors are appointed:
- Tanya Lai - Mary Robinson - Pamela Steer
2. City Council appoint the following two candidates to the Toronto Investment Board, at pleasure of Council, for a term of office ending on October 4, 2021, and until successors are appointed:
- Matthew Flynn - Sharon Ranson
3. City Council appoint the following candidate as Chair of the Toronto Investment Board, at pleasure of Council, for a term of office ending on October 4, 2021, and until a successor is appointed:
- John Crocker
4. City Council direct that the confidential information contained in Confidential Attachments 1, 2, 3, and 4 to the report (September 12, 2017) from the City Clerk remain confidential in their entirety as they relate to personal matters about identifiable individuals being considered for appointment to the Toronto Investment Board. |

The City Treasurer appointed under the City of Toronto Act, 2006, i.e., the Deputy City Manager and Chief Financial Officer under the City's administrative structure is a member of the Toronto Investment Board.
Candidates' biographies:
John Crocker
John Crocker retired in 2011 as President and CEO of the Healthcare of Ontario Pension Plan (HOOPP), having served in as CIO and subsequently CEO since 1998. HOOPP is Canada’s largest private trust with 295,000 members and over $70 billion in assets. With a forty-year career in the pension and investment industries, his senior executive experience has led to a wealth of practical experience in managing people, strategy development and execution, project management, board governance, client service and government relations. Mr. Crocker has a Bachelor of Commerce from McGill University, graduated from the Institute of Corporate Directors program at the Rotman School of Business, University of Toronto and a CFA Charterholder. He is currently a Director of Integrated Asset Management Corporation.
Matthew Flynn
Mr. Flynn is a Managing Director, Client Wealth Management, at Gluskin Sheff & Associates and a member of the Firm’s Asset Mix team and a registered Portfolio Manager. Mr. Flynn holds a Law degree from Osgoode Hall Law School and an MBA from the Schulich School of Business at York University. Mr. Flynn has a Bachelor of Arts (History) degree from Cornell University. He has also earned his Chartered Investment Manager (CIM®) designation.
Tanya Lai
Tanya Lai is Managing Director, Public Assets at Investment Management Company of Ontario (IMCO). IMCO provides Ontario public sector clients with investment management services and has $60 billion under management. Tanya has responsibilities for public market assets with a focus on strategy research and implementation, portfolio construction, manager selection and monitoring across equities and fixed income asset classes. Tanya has a MBA from University of Toronto Rotman School of Management, B.Comm (Honours) from University of Toronto, and is a CFA Charterholder (member of the Toronto CFA Society).
Sharon Ranson
Sharon Ranson is President of The Ranson Group Inc. She is currently a director of Sprott Inc. (TSX-SII), Echelon Insurance (TSX-EFH), Borrowell Inc., Chair of the Nominating Committee for PSPIB, the Advisory Board for the Smith School of Business, Queen’s University and the Campaign Cabinet for the YMCA of GTA. Sharon spent over 20 years in capital markets a top ranked Financial Services Analyst and senior Portfolio Manager. Sharon is a CPA, CA, has an MBA and holds the ICD.D designation.
Mary Robinson
Mary Robinson has over 25 years of experience advising institutional investors on complex governance and investment management issues. Her expertise includes understanding, implementing and monitoring investment decisions to best meet objectives and comprises a broad range of asset classes. She holds an Honours Bachelor of Mathematics from the University of Waterloo, and is a CFA Charterholder. She is also an Associate of the Canadian Institute of Actuaries and the Society of Actuaries.
Pamela Steer
Pamela Steer, FCPA, FCA, CFA is the Chief Financial Officer and Head of Finance and Employer Services at the Workplace Safety and Insurance Board (WSIB), one of the largest insurance organizations in North America. Pamela has more than 15 years of management experience with global organizations, which have experienced high growth and transformation. Her community involvement includes Chair of the Board of CFA Society Toronto and global Advisory Council member to Accounting for Sustainability. |
