This report deals with personal matters about identifiable individuals who are being considered for appointment to the Greater Toronto Airports Authority (GTAA) Community Environment and Noise Advisory Committee (CENAC).

 

Summary

 

The Environmental Nominating Panel must select candidates to be interviewed for appointment to the GTAA CENAC to fill one City of Toronto public member representative position. The Nominating Panel will meet on May 8, 2017 to conduct interviews and recommend a candidate to City Council.

 

Recommendations

 

The City Clerk recommends that:  

 

1. The Environmental Nominating Panel interview six of the candidates listed in Tables 1 and 2 of Confidential Attachment 1 at its May 8, 2017 meeting for appointment to the Greater Toronto Airports Authority Community Environment and Noise Advisory Committee.

 

2. The Environmental Nominating Panel direct that the confidential information

contained in Confidential Attachments 1 and 2 remain confidential in their entirety as

they relate to personal matters about identifiable individuals being considered for

appointment to the Greater Toronto Airports Authority Community Environment and Noise Advisory Committee.

 

Financial IMPACT

 

There are no financial implications arising from this report.

 

Decision History

 

During its meeting on May 5, 6, and 7, 2015, City Council appointed two City of Toronto public member representatives to the GTAA CENAC:

Comments

 

The GTAA CENAC is an external advisory body

The GTAA CENAC provides a forum for community stakeholders to meet with GTAA management and aviation stakeholders. The Committee considers the mitigation of aircraft noise in the surrounding community and the operation of Toronto Pearson International Airport in an environmentally-responsible manner.

 

There is currently one City of Toronto public member representative vacancy on the Committee

Armando Sanchez was appointed to the Committee in May 2015 for a four-year term of office. Mr. Sanchez resigned from the Committee effective February 6, 2017, resulting in one vacancy for a City of Toronto public member representative.

 

Composition of the GTAA CENAC

The City of Toronto has three seats (two public member representatives and one Member of Council) on the 13-member Committee, which also has public and elected representatives from the City of Mississauga, the City of Brampton, Halton Region, York Region, and Durham Region.

 

The GTAA CENAC's Terms of Reference dictates selection of Chair

The GTAA CENAC's Terms of Reference states that the Committee's Chair is the GTAA President and CEO or his or her designate.

Committee members must meet certain qualifications and be eligible

In addition to the general eligibility requirements set out in the Public Appointments Policy, public member representatives should collectively bring the following skills and expertise to the Committee:

 

·         Ability to ask questions and engage in dialogue concerning scientific and technical

concepts necessary for informed discussion;

·         Ability to deal with sensitive issues in a respectful and empathetic manner with a diverse public;

·         Ability to invest time and energy towards learning about the technical and regulatory aspects related to the environmental and noise impacts of airport operations;

·         Connection to their community and networks to disseminate information and bring in feedback from their constituents;

·         Experience or knowledge in aviation, airport operations, air transportation industry management, and noise management is beneficial, but not required;

·         Interest in representing community interests in relation to noise and environmental

impacts of Toronto Pearson's operations;

·         Regular access to a computer, e-mail, and the Internet;

·         Willingness to communicate directly with residents at meetings; and/or

·         Willingness to represent CENAC at community engagement events throughout the year.

 

For the public member representatives appointed by the City of Toronto, preference is given to residents living in the geographic area of the Etobicoke York Community Council, provided that they meet the necessary skills and requirements listed above.

 

Diversity data for the current City of Toronto public member representative

Diversity data for the City's current public member representative of the Committee, collected through the Confidential Voluntary Diversity Information survey which accompanies each application, is attached as Confidential Attachment 2.

 

Outreach was conducted for the current opportunities

The opportunities on the Committee were part of the general public appointments awareness campaign in the fall of 2016 and winter of 2017.

 

We canvassed the candidate pool for their interest in appointment

The Public Appointments Secretariat retains applications on file for three years from the date candidates apply. City Clerk's Office staff made best efforts to contact all candidates who had applied for the Committee since October 2014, and confirmed if

they were still interested in being considered for appointment.

 

We have consulted with GTAA staff

Public Appointments Secretariat staff consulted with GTAA staff in October 2016 and March and April 2017 to discuss Committee qualifications and the appointments

process. Staff provided the following information for the Nominating Panel's consideration:

 

·         The GTAA CENAC is one of the GTAA's most important tools for building community trust. It acts as an advisory body that provides a forum for discussion between community constituents and the GTAA on matters relating to aircraft noise and the environmentally-responsible operation of the airport.

·         As the general public increasingly demands more transparency and openness from companies, organizations, and government, so too did the communities surrounding Toronto Pearson International Airport. GTAA staff looked for opportunities within the GTAA’s current community engagement program that would allow GTAA CENAC members to interact with the general public to act as ambassadors for the Committee, while also gaining a better understanding of community concerns.

 

Staff will attend the Nominating Panel's meeting on April 25, 2017 to answer questions.

 

Next steps - Interviews

Once the Environmental Nominating Panel selects candidates for interviews, the City Clerk's Office will contact the candidates to schedule them for 15 minute interviews. Six interviews at 15 minutes each will take approximately 90 minutes to complete.
