Calculated based on the work you propose in your application, the fee schedule lists the fee rate charged for each type of work proposed, and explains your payment options.

Building Permit Fees may be paid by credit card or Electronic Funds Transfer (EFT)/ wire transfer, subject to the limits below:

  • Permit Fees, regardless of the amount, may be paid Electronic Funds Transfer (EFT)/ wire transfer. Please note that Interac E-Transfers are not accepted. To arrange an EFT/wire transfer payment, please contact 416-397-5330.
  • Permit Fees to a maximum of $20,000.00 may be paid by credit card (Visa, MasterCard, or American Express), either online or by telephone. Any remaining balance in excess of $20,000.00 is payable only by EFT/wire transfer.
  • Parkland Dedication, Development Charges, Educational Development Charges, and Planning Benefits, including other development related fees, are payable only by Electronic Funds Transfer EFT/wire transfer.
  • No permit will be issued until all applicable fees and charges are paid. However, for projects with permit fees greater than $20,000, a partial permit for excavation and shoring may be issued if the required minimum deposit is made on the building permit fee.

The Toronto Building Payments Online service allows applicants of Building Permits or other Toronto Building services to pay the required fees online, by credit card, at any time of the day.

To make a payment online, you must be the Applicant listed on the application form, and also have:

  • The application number for your building permit or other Toronto Building service
  • The email address you used (as the Applicant) to apply for the permit or service
  • A credit card. We accept Visa, MasterCard, and American Express

Toronto Building will process the payment for the authorized credit card holder and he/she will receive a receipt by email.

The Zoning Use Review provides an assessment of whether the requested use is permitted for a specific location, under the current applicable Zoning By-law.

The following are explanatory notes for the calculation of permit fees:

  • The floor area of the proposed work shall be measured to the outer face of exterior walls and to the centre line of party walls or demising walls, including attached garages
  • For interior alterations or renovations, the calculated area of work shall be the total area affected by the proposal
  • Mechanical penthouses and floors, mezzanines, lofts, habitable attics, balconies, terraces and exterior amenity areas shall be included in all floor area calculations
  • Porches and decks shall be charged the stand-alone rate as outlined in section E – “Stand Alone and  Miscellaneous Work” above, where there is a proposal for a new single detached, semi-detached, duplex
    or townhouse dwellings;
  • No deductions shall be made for openings within the floor area with the exception of interconnected floor spaces
  • Unfinished basements for new single detached, semi-detached, duplex and townhouse dwellings shall not be included in the floor area
  • Fireplaces proposed within new floor area of a single detached, semi-detached, duplex or townhouse dwelling shall be charged the Group C rate for the area that they occupy
  • Where interior alterations and renovations require relocation of sprinkler heads or fire alarm components, no additional charge shall apply. Where interior alterations and renovations require replacement or extensive modification of sprinkler heads or fire alarm components, the applicable fee rate shall apply
  • The Service Index for ceiling shall apply only when stand-alone ceiling alterations occur in existing applications. Minor alterations to existing ceilings to accommodate lighting or HVAC improvements shall not be chargeable
  • The Service Index for structural floor replacement shall apply only when standalone structural floor replacement occurs
  • Corridors, circulation space, lobbies, washrooms, and lounges and other such common areas shall be included and classified according to the major classification for the floor area on which they are located
  • Where it is proposed to replace a pre-engineered fire suppression system, the minimum fee shall be charged
  • Where a sales pavilion is proposed, the fee shall be the new Group D construction fee index
  • Window replacements in existing opening for single detached, semi-detached, duplex and townhouse dwellings shall not be charged
  • No additional fee shall be charged if a green roof is part of permit application for a new building or where a green roof is included as part of an addition to an existing building

The occupancy categories in Municipal Code Chapter 441, Fees and Charges, correspond with the major occupancy classifications in the Building Code. For mixed occupancy floor areas, the Service Index for any of the applicable occupancy categories may be used except where an occupancy category makes up less than 10 percent of the floor area.

In the case of an incomplete application; If the preliminary estimate of the fees required is more than $20,000 the deposit shall be the greater of $20,000 or an amount equal to 60 per cent of the estimated full building permit fees required

Requests for refunds must be submitted in writing to the Chief Building Official who will determine the amount of fees, if any, that may be refunded, provided that the request is received no later than one year after:

Withdrawal of the application; Abandonment of an application; Refusal to issue a permit;

A request for revocation of a permit under clause 8(10)(e) of the Ontario Building Code Act.

The amount of fees refundable shall be calculated based on the total required fee, as follows:

  • 75 per cent if the application is cancelled prior to review.
  • 50 per cent if the application cancelled prior to permit issuance.
  • 40 per cent if a permit has been issued and the project has been cancelled, minus the minimum fee for each field inspection performed up to the cancellation date.
  • In cases where the deposit paid is less than the total required fee calculated using this schedule, the amount of the refund shall be reduced by the amount owing.
  • No refund is due for any charges paid under Section 4 of this Schedule A or for certification of plans. If the amount of fees refundable as calculated under this section is less than the minimum permit fee applicable to the work, there shall be no refund.

The refund shall be made payable to the party who paid the permit fees, or to other persons authorized in writing by the party who paid the permit fees.

Refunds shall be issued up to two years from the date of withdrawal, abandonment, refusal to issue a permit or request for revocation of a permit.

Refunds shall be calculated in accordance with the refund schedule in effect at the time the refund request is made.
