You can apply for or renew lottery licences/permits and submit event specific report forms by email, or mail. For in-person service you must book an appointment through the online booking system (walk-ins will not be accepted). For more information, email or call 416-392-7037.

Bingo licences may be issued for a prize value of up to $5,500 for:

  • Bingo in a non-commercial/public place for organizations that host less than three events per week, with a maximum prize board of $5,500.00

Bingo games with a prize board over $5,500 are licensed by the Alcohol and Gaming Commission of Ontario (AGCO).

Your organization may be eligible if it:

  • Has been in existence and has provided charitable community services consistent with the goals and activities of the organization for at least one year in Toronto
  • Proposes to use the proceeds for charitable programs and services that benefit Toronto and its residents
  • Licenced organizations for Bingo in a non-commercial / public venue assume full responsibility for the conduct and management of the lottery event


  • An individual is not eligible for a lottery licence
  • An organization conducting bingo must provide a minimum of 3 bona fide members for Bingo:
    • Bona fide member, is an active member in good standing who has other activities within the organization beyond conducting lotteries
    • ‘members of convenience’ whose only activities are to assist at bingo events are not considered bona fide members

How to apply

If you have not been issued a licence to conduct any type of lottery in Toronto in the past two years you are a New Applicant and must complete an eligibility review in Step 1 and then proceed to Step 2 once you have received approval.

If you have received a licence for any type of lottery within the last two years, you are a Returning Applicant please go to Step 2.

Step 1: New Applicants

There is a two-step process for applying for Bingo in a non-commercial / public venue.  Applicants must submit to Gaming Services:

Gaming Services will review your application and notify you in writing of your organization’s eligibility to conduct a lottery.

An eligibility review takes up to 30 business days to complete. Incomplete applications will be returned to the applicant.

Once approved you may move to Step 2.

Step 2: Eligibility Approved or Returning Applicant:

Review the Regular and Special Bingo Licence Terms and Conditions, and submit to Gaming Services:

Gaming Services will process your application and issue your licence within 15 business days. Incomplete applications will be returned to the applicant.
