On March 7, 2019 City Council approved the 2019 water rates, solid waste rates and rebates. The below changes will be reflected on your utility bill.

  • 3% annualized water rate increase effective April 1, 2019
  • 2.2% blended rate increase across various solid waste rates effective January 1, 2019
  • Solid waste rebates will be phased out over a three year period (2019 to 2021)
  • Customers with a small and medium bin will still receive a solid waste rebate for the 2019 billing, large and extra-large bin customers do not qualify for a rebate
  • For 2019, the annual solid waste oversize item fee is $15.00 (2018 fee $8.00)

New for 2019 – a Solid Waste Rebate Program to assist low-income households with their solid waste charges, for more information go to Property Tax, Water and Solid Waste Relief Programs

If you previously received a utility bill issued from January 1 to March 31, 2019, you may notice the following below adjustments in the billing sections on your current bill:

  • Under Summary and Previous Balance the line item called Total Adjustments represents the reversal of your previous utility bill that was issued between January 1 to March 31, 2019 (this bill was calculated using prior year rates). This billing is being reversed so that 2019 charges on bill can be rebilled using the new 2019 rates.
  • Any credit amount from the Previous Balance is applied to your Current Billing. Refer to the line items Total and Amount Due if paid before due date for total amount of this billing.

  • Explanation – Previously issued utility bills in 2019* are reversed in order to re-calculate your 2019 charges using 2019 rates as approved by Toronto City Council.

You may notice your water consumption start date refers back to the time period recorded on your 2019 previously issued bill*, in addition to a new end date occurring within the first half of 2019.

Explanation – The City will bill the water consumption with the following timelines:

  • Water usage occurring in 2018, and during January 1 to March 31, 2019,  will be calculated using 2018 water rates
  • 2019 water rates came into effect April 1, 2019, any water consumption on and after April 1, will be billed using 2019 water rates

Note: Your water charges on bills issued between January 1 to March 31, 2019 have been reversed, refer to the Summary & Previous Balance portion on your current your bill.

You may notice the separate itemization of your 2018 and 2019 solid waste charges with the start date referring back to the time period recorded on your 2019 previously issued bill*, in addition to a new end date within the first half of 2019.

Explanation – Collection bins used in 2018 will be calculated using 2018 Solid Waste rates and rebates. As of January 1, 2019 charges for bins used in 2019 will be calculated using the 2019 Solid Waste rates & rebates, as approved by Toronto City Council.

Note: Your solid waste charges on bills issued between January 1 to March 31, 2019 have been reversed, refer to the Summary & Previous Balance portion on current your bill.

At the end of your bill under Summary of Total Adjustments appears the date and amount of the reversed previously issued bill in 2019.*
