Summary

The purpose of this annual report is to provide information on the progress made in 2008 in implementing the Toronto Public Service (TPS) People Plan 2008 – 2011.  The Employee and Relations Committee adopted the People Plan in July 2008 and City Council received the People Plan for information in September 2008.  

 

Overall, in 2008 there was significant progress in implementing the People Plan by the divisions and corporately, most notably perhaps in the goals related to health and safety, learning and in leadership. The Annual Report includes several examples of concrete and practical actions undertaken corporately and by Divisions. Divisions have implemented different actions under the People Plan that reflect the various businesses, working environments and operational issues requiring attention. 

 

While there continues to be much work needed to implement fully the Toronto Public Service People Plan during its first cycle, particularly in assisting divisions to develop their own people plans, the expectation is that implementation issues will be addressed over the Plan’s three-year cycle and beyond.

Occupational Health and Safety Report Fourth Quarter and End of Year, 2009

Summary

This report provides information on the status of the City’s health and safety system, specifically on activities, priorities and performance during 2009, with particular emphasis on the 4th quarter. There was a decrease in the number of lost time injuries (5.4%), medical aid only injuries (16.8%) and recurrence injuries (12.0%) in 2009 relative to 2008. WSIB invoiced costs were $3.13 million lower than those in 2008, due to a reduction in costs associated with firefighter cancer claims.

 

Information is provided where there have been significant changes in accident experience and costs within divisions, as well as actions being taken to improve health and safety performance.

 

Bill 168, the Occupational Health and Safety Amendment Act (Violence and Harassment in the Workplace) received Royal Assent on December 15th, 2009.  The resulting amendments to the Occupational Health and Safety Act will come into force on June 15th, 2010. A working group of the Occupational Health and Safety Coordinating Committee is currently reviewing the impact of the legislative changes on City health and safety policies

2009 Annual Human Rights Office Report
Committee Decision

The Employee and Labour Relations Committee recommends to the Executive Committee that:

Summary

This report provides information on human rights consultations and complaints filed by service recipients and City employees in 2009 and actions undertaken to address human rights trends.

 

The number of consultations and complaints raised to the City’s Human Rights Office (HRO) continues its increasing trend from previous years. This is due in part to efforts to educate and raise awareness of human rights issues and to the implementation of amendments that have strengthened the City's Human Rights and Anti-Harassment Policy. 

 

The HRO made considerable progress in 2009 in responding to 1,222 human rights related issues raised by employees and service recipients.  As with previous years’ patterns, the most frequently cited grounds of complaint raised to the HRO were: personal (Non-Code) harassment, disability, sex and race.  Also discussed in this report, are the 85 grievances of harassment and discrimination filed in 2009 and the 37 complaints filed to the provincial Human Rights Tribunal of Ontario (HRTO), who were recently given considerable new powers to adjudicate human rights complaints.

 

This report identifies a variety of practical actions undertaken by the HRO to address trends and promote consistent human rights practices.  The HRO will continue to monitor complaint trends, align program resources to respond to shifts and promote our dispute resolution services to all employees and service recipients building upon the City’s strong human rights culture.  The increased use of HRO services demonstrates the City's commitment to fostering a positive workplace culture.
