The Board of Health:

 

1.         forwarded this report to Metrolinx to address the comments and concerns raised at the Public Forum and identified in this report.

 

2.          forwarded this report to the Parks and Environment Committee to make any recommendations as appropriate.

 

           forwarded this report to the Toronto District School Board, the Toronto Catholic District School Board, the Ontario Minister of the Environment, the Ontario Minister of Transportation, the Member of Provincial Parliament for York South-Weston, the Member of Provincial Parliament for Davenport, and the Local Health Integrated Networks servicing communities adjacent to the rail line, and requested that these organizations/individuals respond to the Board of Health on the questions/concerns which arose at the public forum.

Summary

A public forum All aboard? Diesel, electric and clean air: which way forward? was held on Monday, March 22, 2010, from 6:30 to 9:00 pm in the Council Chambers, Toronto City Hall. The Public Forum was hosted by City Councillor John Filion, Chair of the Toronto Board of Health, and Councillor Paula Fletcher, Chair of the Parks & Environment Committee. The purpose of the Forum was to increase dialogue between Metrolinx and the community on measures being taken to address health and environmental concerns about proposed expansions and to enable Metrolinx to consider additional input from the public.

 

Many issues and concerns were raised by participants in the Public Forum, the most common of which were: a) diesel exhaust will add to the health burden on local and vulnerable populations; b) the diesel train expansion does not benefit the local community; c) diesel locomotives are old, polluting technology; and d) electrification has not been sufficiently considered to date.

 

This report discusses and comments on the key issues and questions that arose during the Public Forum and recommends that it be forwarded to Metrolinx for their consideration and to address the comments and concerns that are identified in this report.

 

A second public forum will be organized to discuss the draft results of the GO System Electrification Study once they are available. The Medical Officer of Health and Metrolinx have agreed to participate in this second forum.

Improving Toronto's Idling Control By-law: Update
Committee Recommendations

The Board of Health recommends that:

 

1.         City Council grant authority to submit any bills required to amend Toronto Municipal Code Chapter 517, Idling of Vehicles and Boats, generally in accordance with Attachment 1 to the report (April 22, 2010) from the Medical Officer of Health, subject to any necessary refinements as may be identified by the Medical Officer of Health, the General Manager of Transportation Services and the City Solicitor.

 

2.         City Council request the Province of Ontario to amend either the Provincial Offences Act or the Highway Traffic Act to designate idling as a Part II Offence.

 

3.         City Council request that the General Manager, Transportation Services, and the Toronto Police Services Board, in addition to any enforcement blitzes they may presently conduct, also conduct enforcement blitzes on Smog Days.

 

4.         City Council request the Medical Officer of Health to enter into discussions with the Chief of Police to develop a plan that would see enforcement of this by-law by parking control officers, subject to a change in provincial regulations.

 

5.         City Council request the City Manager’s Strategic Communications Office to work with Toronto Public Health and to report to the Board of Health on possible idling messages prior to roll out.

 

6.         City Council forward this report to the Toronto Police Services Board, the Toronto Transit Commission, Toronto Hydro and other City agencies, boards and commissions for information.

The Board of Health:

 

1.         forwarded its recommendations on this item to the June 8, 2010, meeting of City Council;

 

2.         requested the Chief Corporate Officer and the Director of Fleet Services, in consultation with the Medical Officer of Health, to determine the percentage of City of Toronto vehicles which are required to idle when performing their operations; and

 

 3.        requested the City Manager, in consultation with the Medical Officer of Health, to report directly to City Council on June 8, 2010, on the feasibility of:

 

-           eliminating all exemptions for the Toronto Transit Commission, Toronto Police Services and City of Toronto vehicles; and

 

-           developing an enforcement protocol that is not part of the by-law that makes necessary allowances for special circumstances and that would ensure that the by-law and ticket cancellation policy is reviewed every three years.

Summary

Toronto Public Health led a review of Toronto’s idling control bylaw to determine how it could be improved. The review considered the benefits of reducing idling of vehicles, idling control bylaws in other jurisdictions, reasons why people idle, and information gathered during stakeholder consultations.

 

Consultation with stakeholders indicated that the bylaw could be more effective if it was easier to understand and easier for the City to enforce. Suggestions for improvement included decreasing the allowed idling time, clarifying the language in the bylaw, removing some of the exemptions, and strengthening enforcement.

 

Reducing permitted idling time from three minutes to one minute would reduce emissions of greenhouse gases and air pollutants, and make the bylaw easier to enforce. A revised bylaw would also offer the opportunity to renew efforts to reduce idling in Toronto. Education and outreach could increase public knowledge about the impact of idling on greenhouse gas emissions and target specific areas or sectors which are a consistent source of complaints.

 

This report updates a report that was on the November 2009 Board of Health agenda by responding to the Board of Health’s request for additional information about enforcing the bylaw.

2010/2011 Student Nutrition Program Service Subsidies
Committee Recommendations

The Board of Health recommends that:

 

1.         City Council enter into agreements totalling $3,796,576 with the Angel Foundation for Learning ($712,863.97) and the Toronto Foundation for Student Success ($3,083,712.03) to administer the Community Partnership and Investment Program funding to eligible student nutrition programs across the City of Toronto.

 

2.         City Council grant authority to the Medical Officer of Health to take the necessary action to give effect to Recommendation 1. including the execution of agreements with the Angel Foundation for Learning and the Toronto Foundation for Student Success on behalf of the City.

1.         forwarded the report (April 16, 2010) from the Medical Officer of Health to the Ontario Minister of Children and Youth Services, the Ontario Minister of Health Promotion, the Toronto District School Board and the Toronto Catholic District School Board for information; and

 

2.         requested the Medical Officer of Health to report to the Board of Health on:

 

a.         best practices for a student nutrition strategy, such report to include administrative structure, outcomes for children’s health, educational outcomes, behaviours, etc.; and

 

b.         financials for the 2011 budget process that allows for 1, 2 or 3-year phase-ins.

This report recommends allocations of the Toronto Partners for Student Nutrition (TPSN) Steering Committee regarding the 2010/2011 Student Nutrition Program service subsidy allocations.  The proposed combined allocations to the Angel Foundation for Learning and the Toronto Foundation for Student Success total $3,796,576.  An amount of $298,538.60 will be held for appeals/late applications.  This includes an enhancement of $541,249 from 2009 as part of a five year plan to strengthen student nutrition programs in Toronto.

2010 Public Health Champion Awards
Committee Decision

The Board of Health:

 

1.         re-established the Public Health Champion Awards Selection Committee comprised of four members of the Board of Health and one member from each of the four Local Health Committees;

 

2.          appointed the following members of the Board of Health to the 2010 Selection Committee:

 

            -           Alejandra Bravo;

            -           Eduardo Castro;

            -           Vaijayanthi Chari; and

            -           Valerie Sterling;

 

3.          requested the Local Health Committees to appoint one member each to the 2010 Selection Committee;

 

4.         requested the Selection Committee to convene in September 2010 and report its selections to the November Board of Health meeting;

 

5.         requested the Medical Officer of Health and the Public Health Champion Awards Selection Committee to implement the revisions to the nomination and promotional processes and timelines for 2010 as outlined in the report (April 15, 2010) from the Medical Officer of Health; and

 

6.         directed that upon completion of the 2010 awards cycle, the Medical Officer of Health report to the Board of Health on a comprehensive evaluation of all three years of the Public Health Champion Awards with recommendations for the future of the awards.

Committee Recommendations

The Board of Health recommends that:

 

1.       City Council authorize the Medical Officer of Health to award, amend and execute, on an ongoing annual basis, purchase of service contracts for the Diabetes Prevention Strategy Program, and the Dental Care to Street Youth and Low Income Adults program, as outlined in Appendices B and C of the report (April 23, 2010) from the Medical Officer of Health, within the approved budget and in accordance with established provincial criteria and fee structures.

 

2.       City Council request that the Board of Health include these service contracts in its annual report to the Executive Committee on the purchase of service contracts that have been awarded under the delegation of authority.

TPH spent $0.523 million or 9.6 per cent of the 2010 approved cash flow of $5.420 million as of March 26, 2010.  The year-end capital expenditure is projected to be $4.731 million or 87.3 per cent of the approved cash flow. The projected year-end under expenditure of $0.689 million will be carried forward to 2011.
