2011-2020 Capital Works Program

Recommendations

It is recommended that:

 

1.         The 2011-2020 Capital Works Program, attached as Schedule 1 to the report dated September 21, 2010, from the Chief Operating Officer, be approved by the Board.

 

2.         Staff forward a request to the City to adjust the 2011 Capital Target for the Zoo to $4,500.0 thousand in 2011 and $6,000.0 thousand in subsequent years.

Summary

The 2011–2020 Capital Works Program was presented to the Management Committee at its meeting on 2010-09-09 and, as a result of their review and recommendation, is hereby submitted to the Board for approval.

Financial Impact

The 2011-2020 Capital Works Program (CWP) is comprised of fifteen (15) City debt funded projects and eleven (11) externally funded projects listed in priority order. The City funded request within the CWP will require a total gross cash flow of $63,605.0 thousand and $58,500.0 thousand on a net basis after outside funding sources.  The total gross cash flow required in 2011 is $5,755.0 thousand, including $1,255.0 thousand of carry-forwards from 2010.

 

On a net basis, the amount of new funding requested for 2011 is $4,500.0 thousand (including previously approved funding) after outside funding sources. The requested amount is over the City’s debt target by $500.0 thousand as a result of recent positive events related to the securing of Giant Panda’s for the Toronto Zoo. As discussed later in this report, it will be necessary to increase the capital target to $6,000.0 thousand in subsequent years to demonstrate the City’s commitment to the asset and to leverage external funding.

2011 Operating Plan and Budget

Recommendations

The Management Committee, at its meeting held 2010-11-08, made the following recommendations to the Board:

 

1.         The 2011 Requested Base Operating Plan and Budget be approved.

 

2.         The new and enhanced service requests be approved, and that the two gardeners or two additional fundraising staff be included for consideration by Council.

 

3.         The Business Travel Budget in the amount of $50,496 (less external funding of $10,880) and the Conference Travel Budget in the amount of $71,597, (less external funding of $1,000) be approved, and that the Chief Executive Officer be authorized to reallocate funds within the 2011 travel budget to meet Zoo priorities.

Summary

This report provides an outline and description of the 2011 Operating Plan and Budget and the recommendations of the Management Committee for consideration by the Board.

Financial Impact

Approval of the “Requested Base” 2011 Operating Plan and Budget will require net expenditure funding from the City of Toronto in the amount of $11,390.6 thousand, consisting of gross expenditures of $45,993.1 thousand and revenues and recoveries in the amount of $34,602.4 thousand.

Financial Authorities By-Law - Proposed Revisions

Recommendations

The Management Committee, at its meeting of 2010-11-08 recommended that the Board approve the Financial Authorities By-law No. 2-2010 (Appendix I) with the following amendments:

 

1.         Section 11(b) be amended to read: Animal transactions of $5,000 to $24,999 per specimen or $25,000 to $50,000, if more than one specimen (including shipping charges and currency exchange), shall be approved by the Animal Acquisition Committee.

 

2.         Section 39 (b) be amended to read:  The CEO shall report on the operating budget variances at the summary level to the Board on no less than a tri-annual basis.

 

3.         The CEO shall report on the progress of all projects in the approved capital program on no less than a semi-annual basis.

Summary

This report will outline the proposed amendments to the Financial Authorities Bylaw 1-97 and the recommendations of the Management Committee for approval of the new Financial Authorities By-law by the Board of Management.

Giant Panda Update

Recommendations

It is recommended that:

 

1.         The $2,030.0 thousand for the Giant Panda design be deleted from the 2011-2020 Capital Works Program.

 

2.         The Chief Executive Officer (CEO) be authorized to undertake a Public/Private Partnership process (RFP) to seek one or more partners to design, build and finance a Giant Panda Exhibit and Conservation, Scientific Research and Education Program.

 

3.         The Toronto Zoo Development Division implement a strategy to secure funding from the donor community, corporate sponsorships, senior orders of government, and eligible grant programs to support the project.

 

4.          In the event that a Public/Private Partnership RFP is not successful:

 

             a.        the CEO pursue alternative plans to fund and build a Giant Panda Exhibit and Conservation, Scientific Research and Education Program; and

 

             b.         a repayable loan of $850.0 thousand be requested from the City for the design of the Giant Panda Exhibit.

 

5.         The CEO report back to the Board of Management on the outcome of the RFP process and/or recommend viable alternative option(s) for the Giant Panda Exhibit and Conservation, Scientific Research, and Education Program.

Summary

This report outlines the purpose of the Giant Panda Conservation, Scientific Research, and Education Program, the current status and proposed next steps. The Toronto Zoo, Calgary Zoo, and Granby Zoo (consortium) are in negotiations with the Chinese Association of Zoological Gardens to bring a breeding pair of giant pandas to Canada. The Toronto Zoo seeks to issue a Request for Proposal (RFP) to identify a partner(s) to design, build, and finance the giant panda exhibit and program. This arrangement would negate the need for significant City of Toronto funding for the giant panda initiative, while providing a legacy capital facility to be used by the Zoo for other species long after the giant pandas have returned to China.

Financial Impact

The objective of the Public/Private Partnership process (Request For Proposals) is to seek a partner to provide the up-front investment for the Giant Panda Exhibit and Conservation, Scientific Research and Education Program and minimize costs to both the Toronto Zoo and City of Toronto. Consequently the $2,030.0 thousand funding previously requested for the design of the exhibit can be eliminated from the Capital Works Program.

Biogas Project

It is recommended that:

 

1.         The CEO be authorized to proceed with negotiations and enter into a Memorandum of Understanding (MOU) between the Board of Management of the Toronto Zoo and Zoo Biogas Co. related to a partnership to build a 500KW biogas facility on Zoo managed land.

 

2.         Zoo staff report back to the Board of Management on the details of the project including the proposal terms and business model.

Summary

This report updates the Board on the project and outlines an unsolicited proposal received on October 25, 2010, from a consortium of companies called “Zoo Biogas Co.”

Financial Impact

It is expected that the financial and business model negotiated with Zoo Biogas Co. will have a net benefit.

Endangered Species Reserve Fund - 2011 Budget

Recommendations

It is recommended that the attached project submissions 1 to 25 and E1 to E6, with net expenditures of $90,050 be approved for funding from the Endangered Species Reserve Fund.

Summary

The Endangered Species Reserve Fund Budget, funds research and education projects to benefit endangered species in Canada and around the world. The 2011 Endangered Species Reserve Fund Budget is attached for approval.

Financial Impact

Approval of the budget will result in finalization of project plans and spending from the 2011 Endangered Species Reserve Fund (ESRF). Based on anticipated revenue and interest income of $91,150 the ESRF balance would increase by $1,100 in 2011, versus the prior year as projected (Appendix I).
