The Municipal Licensing & Standards (MLS) division, Licensing Services issues licences and monitors vehicles, stationary businesses and trades to ensure they follow all applicable municipal by-laws.

If you plan to open or to conduct most or part of your business in the Toronto area, you may be required to obtain a business licence. For further information and assistance, please contact:

Information to Have Ready

If you are enquiring about an existing licence or application, to help us serve you more efficiently, please provide us with your:

  • licence or application number;
  • business and operating name; and
  • address and telephone number.

If you are enquiring about obtaining a licence, please have the following information ready and/or provide it in your voice message or email:

  • What is your product or service?
  • What is your desired business address?
  • What was the previous or current business at this address?
  • Is the business is a franchise?
  • Are a sole proprietor, partnership or corporation?
  • Do you own, lease or rent the business property?
  • Will there be seating for customers?

Types of stationary businesses requiring a licence

Licensing Services issues the following types of licences for stationary businesses and trades. Issuance of business licences is governed by the City of Toronto Municipal Code, Chapter 545, Licensing.

Please make your application in person. To help us process your application more quickly, please bring all required documents with you.

Licensing Requirements Guide

If Licensing Services refuses to issue a licence to a business, a notice will be sent to the applicant outlining the grounds for the refusal and an appeal process. Applicants may request a hearing before the Toronto Licensing Tribunal.

Businesses who require a licence, but operate without one, are subject to charges under applicable City of Toronto bylaws.

Some tips on opening a new business

Here are some things to consider before leasing or purchasing a premise for which a licence is required.


Do you need a permit?

You may be required to obtain a permit as well as a business licence to operate your business. For further information and assistance on permitting issues, please contact the Road Allowance Unit.


Zoning

Before applying for a licence, please check if your proposed business is permitted in the Zoning Bylaw. We cannot issue a licence to a business that contravenes the Bylaw.

For zoning information, contact the local Toronto Building Customer Service office.

Public garages, restaurants, adult entertainment parlours, body rub parlours, holistic centres, and entertainment establishments/night clubs will require a mandatory Preliminary Project Review (PPR).

Other business licences may also require a PPR. Further information will be provided at the time of application.
