Toronto Small Business Enterprise Centre offers free guidance, information and tools entrepreneurs need to start and grow their businesses, including:

  • one-to-one consultations
  • business registration assistance
  • reviews of both business plans and expansion plans
  • information on small business funding, business permits and licenses and industry regulatory requirements
  • business webinars and online training modules
  • youth entrepreneurship programs, mentoring and networking opportunities (including forums and community outreach events)

Meet small business advisors in-person at two service offices:

  • Scarborough Civic Centre, 150 Borough Dr. – Mondays, 8:30 a.m. to 4:30 p.m.
  • North York Civic Centre, 5100 Yonge St. – Tuesdays, 8:30 a.m. to 4:30 p.m.

Virtual and remote services are also available. Connect with an advisor or information officer.

Book Your Consultation

The City of Toronto offers small business expansion support through the GrowthWheel program, a cloud-based tool that assists in identifying measurable actions that an entrepreneur can focus on to reach their business goals.

GrowthWheel helps entrepreneurs assess their current business activities by taking a “360 degree” look at their business operations. The aim is to identify specific goals and strategies to incorporate into 30-, 60- or 90-day action plans that an entrepreneur can then implement.

The GrowthWheel Program provides:

  • a visual toolkit for dialogue, decision-making and action planning
  • a simple action-oriented process that helps entrepreneurs build their business
  • a way to determine which areas to focus on to strengthen and grow a business
  • an alternative to the conventional business plan

Eligibility

To participate in this program, entrepreneurs must operate an existing business and submit a written business plan with their appointment request.

The City of Toronto is looking for experienced entrepreneurs who want to share their expertise. To become a mentor, please complete the mentor intake form.

Having an event for entrepreneurs? The City’s small business advisors can attend your not-for-profit or community-based organization’s event to deliver presentations, provide business consultations or set up an information booth.

Presentations

Presentation topics include:

  • How to start a business: an overview
  • How the City of Toronto’s services can help entrepreneurs and small businesses

Please note, a minimum of 15 registered participants per presentation is required, booked in advance.

Business Consultations

If your organization works with entrepreneurs, the City’s small business advisors an offer consultations to your clients or members. Please note, a minimum of six appointments per visit for one-on-one consultations or 15 participants per group consultation is required, booked in advance.

Information Booth

Staff can set up an information booth at your event to highlight the City of Toronto’s services for entrepreneurs.
