Below is a list of previous and active district plan and associated development applications within the Downsview Secondary Plan Area. More information on each application can be found on the Application Information Centre.
District Plan, Zoning By-law Amendment, and Draft Plan of Subdivision applications for the Downsview West District were submitted by the Canada Lands Company. The Downsview West District is 30.3 hectares (75.0 acres) and current land uses include the Supply Depot Building, Fire Hall, Downsview Park TTC and GO Transit Station, and surface parking lots. District Plan, Zoning By-Law Amendment, and Draft Plan of Subdivision applications for the Taxiway West District were submitted by Northcrest Developments. The Taxiway West District is 40.8 hectares (100.7 acres) and current land uses include former airport hangar buildings, offices and ancillary structures, surface parking lots, and a portion of the former Downsview Airport taxiway. The Taxiway West District Plan, Zoning By-law Amendment, and Draft Plan of Subdivision applications were approved by City Council on July 23, 2025. In July 2022, City Council approved the William Baker (Phase 1) District Plan, Zoning By-Law Amendment, and Draft Plan of Subdivision to create 13 blocks in the southern portion of the District. View the City Council decision: William Baker District (Phase 1) approval 2022.NY34.2.
In March 2025, the Canada Lands Company submitted another Zoning By-law Amendment application that proposed to change the maximum permitted number of dwelling units and the dwelling unit sizes from Zoning By-law 1082-2022 for the Arbo District (Phase 1). The Allen East District is 29.5 hectares (73 acres) of City-owned land. The Allen East District Plan was endorsed by City Council on October 1, 2021. View the City Council decision: Allen East District endorsement 2021.NY25.6.
Zoning By-law Amendment and Draft Plan of Subdivision applications are forthcoming.
One of the key deliverables of the Update Downsview Study was the Downsview Community Development Plan. The Downsview Community Development Plan accompanies the Downsview Secondary Plan and the subsequent District Plans, to work in constant partnership to achieve equitable outcomes by leveraging public and private investments for Indigenous, Black and other equity-deserving groups.
The Downsview Community Development Plan and the planning framework are meant to work in complementary ways to center equitable placemaking, advance social equity and economic inclusion for current and future residents and workers, manage future growth and development, enable current residents to grow in place, and guide investment in infrastructure and services.
The Downsview Community Development Plan is guided by three (3) core principles: Indigenous Reconciliation, Confronting Anti-Black Racism, and Broad Ownership. The Community Development Plan actions will be implemented over a 30+ year period, with evaluation and full comprehensive updates happening every five (5) years. This will allow a comprehensive refresh to occur approximately twice in each of the three phases of redevelopment for the Downsview area, and generally aligns with the planning process.
The Downsview Community Development Plan was adopted by City Council on May 22, 2024. See Item 2024.EC12.2 for the final materials presented to City Council.
