On March 31, 2015, City Council adopted PG2.8, which directed the Chief Planner and Executive Director, City Planning, to initiate the study of West Queen West as a potential Heritage Conservation District.

At the same meeting, City Council authorized a revised West Queen West boundary to include all properties along Queen Street West between Bathurst Street and Roncesvalles Avenue for study as a potential Heritage Conservation District.

On June 22, 2017 the Toronto Preservation Board endorsed the West Queen West HCD Study (PB24.2), and the preparation of two HCD Plans for West Queen West and Parkdale Main Street. They also endorsed the identification and preliminary evaluation of an potential HCDs in or around the Parkdale Residential area.

On June 14, 2022 the Toronto Preservation Board endorsed the Parkdale Main Street Heritage Conservation District Plan (PB35.11). On June 29, 2022, the Toronto and East York Community Council also recommended that City Council adopt the Parkdale Main Street Heritage Conservation District Plan (TE34.58).

City Council adopted the Parkdale Main Street Heritage Conservation District Plan at its meeting on July 19 and 20, 2022 (TE34.58).

The West Queen West HCD Study Staff Report was delivered to the Toronto Preservation Board (TPB) on June 16, 2017. The TPB endorsed the recommendation to proceed to the plan phase for the proposed West Queen West and Parkdale Main Street Heritage Conservation Districts.

The Parkdale Main Street HCD Plan Staff Report was delivered to the Toronto Preservation Board on June 14, 2022. The TPB endorsed the recommendation to designate the Parkdale Main Street Heritage Conservation District under Part V of the Ontario Heritage Act, and adopt by by-law the Parkdale Main Street Heritage Conservation District Plan as the district plan for the Parkdale Main Street Heritage Conservation District.

A revised Attachment 5 was made available in advance of the Toronto and East York Community Council meeting on June 29, 2022. The TEYCC adopted the Staff Report and its recommendations.

A separate report is anticipated to be presented to the TPB, Toronto East York Community Council, and City Council to consider the designation of the West Queen West HCD.
