Help with Hiring
The City provides hiring help to local employers at no cost that includes such services as:
- access to a large and diverse group of candidates with a wide range of skills and experience
- free pre-screening services
- ongoing human resources support and recruitment services
You can call the Employer Hotline (416-397-JOBS) or email us to post a job, attend a job fair or get information on other ways to meet your training and hiring needs.
Job fairs provide opportunities for employers and job seekers to network and discuss job openings and skills. Employment and Social Services also hosts career fairs geared towards specific industries such as trades and construction, retail and transport/logistics.
If you are interested in getting involved with a local job fair, contact the Community and Labour Market Manager at an Employment and Social Services office.
We introduce employers to qualified job seekers who are receiving Ontario Works benefits. Potential employees are screened for suitability and their skills are matched according to the requirements of the position.
If you hire someone who is receiving Ontario Works benefits, you may be able to access up to $4,500 to offset supervision and/or training costs, as well as Workplace Safety & Insurance Board (WSIB) / Accident Insurance Coverage and Human resources follow-up support for the first 6 months of their employment.
Guidelines for Employers
We can work with any employer who meets the following requirements:
- maintains a work environment that complies with all applicable federal, provincial and municipal legislation, regulations and bylaws affecting the workplace
- has a valid business registration and business number
- carries liability insurance of at least $2 million
- agrees to provide supervision and training
- applies legislated deductions from wages
- provides mandatory benefits.
- be in Ontario
- last for at least six months
- be full time (minimum 30 hours a week)
- pay wages that meet industry standards
- be existing or newly-created vacancies.
- displace current staff
- decrease the hours of work available to existing staff
- replace staff who have been laid off
- be receiving other work subsidies.

Through Investing in Neighbourhoods (IIN), the city helps non-profit organizations connect with qualified candidates who receive Ontario Works benefits.
If your non-profit organization is looking to create a job opportunity that will strengthen and contribute to your community, you could qualify for financial incentives.
To participate your organization must:
- be a non-profit organization
- be located in Toronto, and
- create a supervised position that does not displace existing staff or reduce their work hours.
Through IIN, if you hire someone who is receiving Ontario Works benefits, we will pay 100% of the employee’s salary for up to one year, provide Workplace Safety & Insurance Board (WSIB) / Accident Insurance Coverage and offer Human resources follow-up support.

The City works with training providers and employers to develop one-time training projects customized to meet the needs of employers and job seekers. The goals of these projects are to:
- respond quickly to the hiring needs of employers
- work with employers who require employees with specific job skills, and
- provide people who are on Ontario Works with the skills training required to fill these vacancies.

Training providers with employer partners can receive funding to provide services to job seekers and employers that can include:
- job placement
- post-hiring supports
- life skills coaching, and
- skill training

Information for Training Providers Without Employer Partners
If your organization does not have an employer partner but is interested in providing skill training to people who receive Ontario Works benefits, it may be possible for you to do so through the Request for Proposal (RFP) Process. The Partnership to Advance Youth Employment (PAYE) is a joint initiative between private sector employers, the City of Toronto and a network of community based agencies committed to supporting Toronto youth find and maintain employment.
PAYE connects employers with diverse and talented youth job seekers 18-29 by working with employers to develop a customized plan to fill immediate and longer term workforce needs,
PAYE provides youth with one-on-one support, referrals to training and education, networking and mentoring opportunities and jobs with career potential. See current job opportunities for youth in the PAYE Employment Opportunities System.
In 2017, PAYE worked with 330 employers, 2,200+ youth, connected over 270 youth with work-based learning opportunities and helped 1,016 youth get jobs with some of the city’s top employers.

Toronto Youth Partnerships & Employment (TYPE) is a mobile intensive case management program supporting youth in Toronto who are facing challenges. Outreach Youth Counsellors help youth to develop action plans and link young people to employment services, skill development and educational programs.
TYPE helps youth to identify their skills and interests, as well as the barriers that prevent them from reaching their immediate and long-term career goals. TYPE hopes to inspire youth, support their educational and training needs and help them get hired.
Youth in the TYPE program can access:
- help with job searching
- life skills coaching
- accompaniment to pre-employment programs, volunteering, social services appointments
- help getting identification
- job retention supports
- interview preparation
- links to education and training programs

Youth Employment Partnerships (YEP) is a neighbourhood-based youth employment network that offers job placement and staffing services to organizations throughout Toronto absolutely free.
Supporting 100’s of employers and 1000’s of Toronto youth annually, YEP is able to directly connect employers with the right local or city wide employment service. Striving to improve employment retention, YEP has the flexibility to offer subsidized or unsubsidized job placements to all eligible Toronto employers with many additional benefits and supports to job seekers and employers for each new hire during the first few months of employment.
