Under Toronto Municipal Code Chapter 629 - Property Standards, all properties must at all times be kept free of rodents, vermin, insects and other pests and from conditions which may encourage infestation by pests.
To file a complaint about bed bugs in your rental unit, a service request can be submitted online at http://www.toronto.ca/311.
Pest control treatment by a licensed pest control operator is the responsibility of the landlord/property management while unit preparation for treatment is the responsibility of the tenant.
Definition of a vulnerable tenant/ client: Physical and/or mental health capacity - Individual health conditions that prevent the tenant/client from appropriately preparing their unit/dwelling (e.g. frail elderly, physical health issues, mobility issues, cognitive issues, mental health capacity issues).
Vulnerable tenants can contact Toronto Public Health to file a complaint about bed bugs.
Information about bed bugs is available on the City of Toronto website: http://www.toronto.ca/health/bedbugs/
Bed bugs on their own are not considered a health hazard and thus there is no listing of properties that have bed bugs. To find out if a complaint has been filed on a specific property, a request must be submitted through the Corporate Access and Privacy Office for Public Health and Municipal Licensing & Standards to search their files.
Indicate both Public Health and Municipal Licensing & Standards in the section of the form that asks, "Which City office or division has the information you are requesting, if you know it?"
