Member Appointments for the New Term

After an election, at the beginning of the new term, the membership of each committee of council needs to be determined and the Chairs of those committees need to be elected.

City Council appointed Council Members to its committees and various agencies, boards and commissions on December 8, 2010.

Most of the appointments are effective immediately. With some exceptions, the appointments are made for the first half of the term, after which City Council will again consider appointments for the balance of the term.

These appointments follow the Mayor’s appointments of the Deputy Mayor and the policy standing committee chairs under powers delegated to him by City Council. Mayor Rob Ford's appointments for Deputy Mayor and Chairs of the policy standing committees as follows:

• Deputy Mayor Doug Holyday, Ward 3
• Chair, Government Management Committee, Councillor Paul Ainslie, Ward 43
• Chair, Parks and Environment Committee, Councillor Norm Kelly, Ward 40
• Chair, Community Development & Recreation Committee, Councillor Giorgio Mammoliti, Ward 7
• Chair, Planning and Growth Committee, Councillor Peter Milczyn, Ward 5
• Chair, Public Works Committee, Councillor Denzil Minnan-Wong, Ward 34
• Chair, Licensing and Standards Committee, Councillor Cesar Palacio, Ward 17
• Chair, Economic Development Committee, Councillor, Michael Thompson, Ward 37

Every Toronto City Councillor is part of one Community Council. Community Council membership is based on wards within each of the 4 designated geographic areas of the City of Toronto. The Community Councils elected the Chairs and Vice-Chairs for each Community Council at their December 8, 2010 meeting.

The following members were elected:

Etobicoke York Community Council.

• Councillor Frances Nunziata, Vice-Chair

Toronto and East York Community Council.

• Councillor Gord Perks, Chair
• Councillor, Paula Fletcher, Vice-Chair

Scarborough Community Council.

• Councillor Paul Ainslie, Chair
• Councillor, Gary Crawford, Vice-Chair

North York Community Council.

• Councillor Maria Augimeri, Chair
• Councillor, John Parker, Vice-Chair

In addition to committee memberhsips and Chairs of Community Councils, City Council elected Ward 11 Councillor Frances Nunziata as Speaker for the 2010-2014 term. Ward 26 Councillor John Parker has been elected Deputy Speaker.

The Speaker presides over meetings of Toronto City Council in place of the Mayor, although the Mayor may take the chair at any time he desires.Unlike the Speakers of the provincial and federal legislatures, the City Council Speaker has no additional duties beyond presiding over meetings.

While most Ontario municipal councils are chaired by a Mayor, Warden or Reeve, the City of Toronto adopted a Speaker in 2006 on the recommendation of an expert governance panel. Having a Speaker chair meetings allows the Mayor to participate more freely in debate without worrying about the additional duties of running the meeting.

Councillor Frances Nunziata is the second Speaker elected by Council. Former Councillor Sandra Bussin was the first Speaker, serving from 2006-2010
