Minutes of a Special Meeting of the Toronto Cycling Committee

Meeting No. 5

Monday, May 10, 1999.

The Toronto Cycling Committee met on Monday, May 10, 1999, in Committee Room No. 2, City Hall, Toronto, commencing at 7:15 p.m.

Members Present:

5.1 F. G. Gardiner Expressway Dismantling Project.

The Toronto Cycling Committee had before it a communication (May 4, 1999) from the City Clerk, forwarding background information regarding previous decisions by the Metropolitan Cycling and Pedestrian Committee and the Urban Environment and Development Committee with respect to the F. G. Gardiner Expressway Dismantling Project.

The Committee also had before it the following communications:

(i) (May 10, 1998) from Mr. Phil Piltch, Member, Toronto Cycling Committee, advising that he is unable to attend the Special Meeting of the Committee; and requesting that in addition to the proposed cycling facilities in the area, Lake Shore Boulevard be kept open for cyclists' use, and that the proposed "north side bike path" be designed primarily for commuter cyclists; and

(ii) (May 9, 1998) from Mr. Jack Becker, Member, Toronto Cycling Committee, submitting for consideration by the Committee, alternative motions in support of the dismantling of the East Gardiner.

The following persons made a presentation to the Toronto Cycling Committee in connection with the foregoing matter:

- Mr. John Kelly, Manager, Infrastructure Planning, Transportation Services Division;

- Mr. Lance Alexander, Planner, City Planning, South District; and

- Mr. Eric Pederson, Program Coordinator, South District, City Planning, Urban Design.

A. Ms. Van Laethem moved that:

(1) the Toronto Cycling Committee endorse:

(a) the dismantling of the F. G. Gardiner Expressway from the Don River to Leslie Street; and (Carried)

(b) the Community Improvement Plan, as recommended by City Planning and Transportation Services staff, and in particular, the construction of a pedestrian/cycling bridge over the Don River, north of Lake Shore Boulevard East, and a commuter bicycle path between Leslie Street and Coxwell Avenue; (Carried)

(2) the Toronto Cycling Committee recommend to the Urban Environment and Development Committee that:

(i) a new commuter bicycle path be extended north to Queen Street from Lake Shore Boulevard East and Coxwell Avenue; (Carried)

(ii) modifications that would improve the safety of cyclists, pedestrians and in-line skaters be made at the intersection of Lake Shore Boulevard East and Cherry Street; and (Carried)

(iii) the Toronto Cycling Committee be consulted in the detailed design of the Project. (Carried)

(3) the Toronto Cycling Committee express its appreciation to Mr. John Kelly and all other City staff who worked on this project. (Carried)

D. Mr. Burke moved that the the Toronto Cycling Committee recommend to the Urban Environment and Development Committee that the Ward Councillors representing Don River, East Toronto and Scarborough Bluffs be consulted in the final design of cycling and pedestrian facilities and that those Councillors be requested to seek public input through community meetings. (Carried)

The Toronto Cycling Committee adjourned its meeting at 9:30 p.m.
