SUBJECT:Traffic Control Signals at Bayview Avenue and Tudor Gate

Purpose:
This report responds to the request from the Urban Environment and Development
Committee for a report on the potential to fund the installation of traffic control signals at
the intersection of Bayview Avenue and Tudor Gate from under-expenditures in other
projects.

It is recommended that this report be received for information.
Council Reference/Background/History:
At the July 13, 1998, Urban Environment and Development Committee meeting, the
Committee approved the installation of traffic control signals at the intersection of Bayview
Avenue and Tudor Gate. With the approval of new traffic control signals at the intersection
of Adelaide Street and Brant Street by Committee, the capital budget allocation for
installation of traffic control signals has been fully committed for 1998. Therefore, there is
no funding in the traffic signal installation account to accommodate this installation this
year. The Committee requested that staff report to the next meeting of the Budget
Committee on the opportunities to fund the installation from under-expenditures in other
projects.
Comments and/or Discussion and/or Justification:
Traffic control signal installation is funded through Project No. C-TR-031 City Traffic
Control Devices. Funding of $1,600,000.00 was provided by Council in 1998, which
accommodates the installation of traffic control signals at approximately 21 locations. Since
the funding provided for installation of traffic control signals has been fully committed on
approved locations, there is no funding available in this account to fund the installation at
Bayview Avenue and Tudor Gate.
Typically, for a variety of reasons, actual expenditures on capital projects vary from the
estimates approved in the capital budget and a reallocation of funds from one project to
another may be required during the fiscal year. It may be possible to accommodate the
installation of traffic controls signals at this location, and possibly other locations if
approved by City Council, by reallocating some funds from other projects which are
underspent to the traffic signal installation account. However, there may be other projects
that have been deferred from the 1998 Transportation Capital Works Program due to
funding limitations and some of these projects may also be worthy of consideration for 1998
if funding becomes available. A comprehensive review of the variances in the overall
Transportation Capital Works Program is required to provide Council with a complete
picture of the capital budget situation. This review is underway and we anticipate reporting
to the Urban Environment and Development Committee at its September 8, 1998, meeting
on possible revisions to the 1998 Transportation Capital Works Program, including
additional funds for traffic control signal installations.
Conclusions:
A complete review of the 1998 Transportation Capital Works Program is underway and will
be reported to the Urban Environment and Development Committee at its meeting of
September 8, 1998. At that time information will be available to determine if sufficient
under-expenditures in other projects are available to increase the funding allocated for traffic
signal control installations.
