Dear Councillor tom Jakobek:

The Box 12 Association was formed by a group of concerned citizens offering assistance to fire fighters at the scene of prolonged emergencies in our community. The Toronto Fire Fighters' Association, IAFF Local 113 provides the necessary supplies and has traditionally purchased the vehicle which is utilized.

The Box 12 vehicle was replaced two years ago at a cost in excess of $125,000.00, at which time the role and the utilization of Bo 12 were dramatically enhanced. This vehicle is now being utilized as a major component of the Incident Management System and provides rehabilitation capabilities to fire fighters at an emergency scene. It also was designed so that it can be utilized at many community events and the Association has increased its profile with this utilization.

As a result of amalgamation and the amalgamation of the six Fire Fighters' Associations, the Toronto Fire Fighters' Association is offering the City of Toronto the first right of refusal regarding the purchase of Box 12. The Association would be willing to transfer the ownership of Box 12 for the sum of $65,000.00. It is anticipated that the new Toronto Professional Fire Fighters' Association would continue to provide funds to offset the costs of ensuring the vehicle is equipped with refreshments.

Presently the old City of Scarborough owns their canteen truck and if Box 12 was purchased it would create a uniformed ownership of the canteen vehicles across the city. The issue of insurance, from my understanding, is that the insurance was provided by the old City of Scarborough and their vehicle is staffed by volunteers. Therefore, insurance is not an issue.

As the six Fire Fighter's' Associations will shortly merge, a timely resolution to this mater would be greatly appreciated. If additional information is required, please give me a call.
