COMMUNITY AND NEIGHBOURHOOD SERVICES COMMITTEE:

Recommendation

The Council Strategy Committee for People without Homes adopted the recommendations, as contained in the report (September 21, 1998) from the Commissioner of Community and Neighbourhood Services and forwards the same to the Community and Neighbourhood Services Committee for information.

Background

The Council Strategy Committee for People without Homes at its meeting of September 24, 1998, had before it a report (September 21, 1998) from the Commissioner of Community and Neighbourhood Services, updating the Committee on the process of identifying sites and issuing requests for proposals for affordable housing demonstration projects and requesting authorization for the use of the funds allocated to Committee to assist in the development of affordable housing proposals.

The Council Strategy Committee for People without Homes also had before it, for information purpose, the following noted reports:

(1)Expediting the Disposal of Property and Reduction of Leased Space (Referred report from the Commissioner of Corporate Services); and

(2)Acquisition and Disposal of Real Property (Referred report from the Commissioner of Corporate Services and the City Solicitor).

Recommendation

The Council Strategy Committee for People without Homes recommends to the Community and Neighbourhood Services Committee the adoption of the recommendations, as contained in the report (September 14, 1998) from Councillor Jack Layton and Ms. Alison Kemper, Co-Chairs, Advisory Committee on Homeless and Socially Isolated Persons, subject to the following amendment:

(1)Recommendation No. 5 be amended to read as follows:

"The City of Toronto be advised that the Council Strategy Committee for People without Homes will review progress in fulfilling this right and provide an annual report to the City on what has been accomplished each year and what needs to be done to fulfill this right by the year 2003."

The Council Strategy Committee for People without Homes at its meeting of September 24, 1998, had before it a report (September 14, 1998) from Councillor Jack Layton and Ms. Alison Kemper, Co-Chairs, Advisory Committee on Homeless and Socially Isolated Persons, advising that at the July 17, 1998 meeting, the Advisory Committee on Homeless and Socially Isolated Persons and the Centre for Equality Rights in Accommodation (C.E.R.A.), made a presentation on the current review of Canada's compliance with the United Nations International Covenant on Economic, Social and Cultural Rights and are presenting the motions that were adopted at the July 17, 1998 meeting and are requesting Committee's endorsation of the same.
