The Committee and the Toronto City Cycling Committee established a Working Group to draft a governance plan proposal which will ensure the interests of cyclists and pedestrians are supported and strengthened within the structure of the new City of Toronto; and requested:

 

(1) the Working Group to:

 

(i) forward its draft of the governance plan proposal to the existing Cycling Committees for review and comment within one month's time, for subsequent endorsement by their respective Councils; and

 

(ii) explore, in consultation with Ms. Lesley Wood, Co-Coordinator of Bike to Work Week, the feasibility of announcing the governance plan proposal during Bike to Work Week;

 

(2) Councillor Jack Layton, Chair, Metropolitan Cycling and Pedestrian Committee, and Councillor Dan Leckie, Co-Chair, Toronto City Cycling Committee, to review the suggestions put forth at the joint meeting for a major route enhancement or development, and to prepare a priority listing for further discussion and subsequent public promotion;

 

(3) Mr. Phil Piltch, Chair of the Security, Safety and Education Sub-Committee, and Mr. Steve Beiko, Member of the Toronto City Cycling Committee, to develop strategies for enhancing public education with respect to effective and safe cycling, as well as the expansion of CAN-BIKE training courses throughout Metropolitan Toronto, including the possibility for a CAN-BIKE course for seniors, and submit a report thereon to the Metropolitan Cycling and Pedestrian Committee and the Toronto City Cycling Committee;

 

(4) Mr. Alan Burke, Chair, Transit Integration Sub-Committee, to convene a meeting with the following individuals to discuss the development of a community outreach plan for the promotion of cycling issues such as skills training, cycling in abandoned rail and hydro corridors, and multi-modal commuting:

 

- Mr. Dan Egan, Policy Planner, Toronto City Cycling Committee;

- Mr. Peter Duckworth-Pilkington, Community Bicycle Network; and

- Ms. Marlene Van Laetham, Member, Toronto City Cycling Committee; and

 

(5) Ms. Joan Doiron, Member of the Pedestrian Issues Sub-Committee, to explore with representatives of the Cities of Etobicoke and Scarborough, the feasibility of establishing a cycling and pedestrian committee in their respective cities, and to extend the Metropolitan Cycling and Pedestrian Committee's offer to co-sponsor their initial meetings.

The Committee had before it communication (September 4, 1997) from the Metropolitan Clerk advising that the Planning and Transportation Committee at its meeting held on September 3, 1997, referred the Committee Transmittal (August 7, 1997) from the Metropolitan Clerk embodying the following recommendations adopted by the Metropolitan Cycling and Pedestrian Committee at its meeting held on August 6, 1997, to the Commissioner of Transportation with a request that he give consideration thereto in the preparation of the previously requested report, due in December, 1997, on the results of various tests and the consultation effort with respect to improving speed limit compliance on Metropolitan roads:

 

(1) a major public education program be initiated and implemented to counter the social acceptability of speeding and to make zero tolerance of driver misbehaviour the norm in Metro Toronto;

 

(2) the Metropolitan Toronto Police Services Board and other concerned community institutions be requested to make this zero tolerance of speed fully realizable;

 

(3) the necessary steps be taken to ensure that Metropolitan-owned vehicles (including transit buses on suburban routes) set an example to the public by never speeding;

 

(4) a vehicle number and a telephone number be prominently displayed on all Metropolitan-owned vehicles to provide an opportunity for public comment; and

Status Update on the Final Report of the Toronto Transit Commission Bike and Ride Study; Bicycle Racks for Buses Pilot Projects.

The Committee recommended to the Planning and Transportation Committee that:

 

(1) the Toronto Transit Commission, GO Transit and the appropriate Metropolitan Officials, be requested to submit a report to the appropriate committee of the New City of Toronto Council on methods of promoting the use of bicycles in the suburbs as a convenient means of accessing subway and rapid transit stations; and

 

(2) the Toronto Transit Commission be requested to submit a report to the appropriate committee of the New City of Toronto Council on the feasibility of providing safe indoor bicycle parking at transit stations that would allow parking overnight.

 

The Committee also requested the Transit Integration Sub-Committee to submit a report to the Metropolitan Cycling and Pedestrian Committee on:

 

(a) a more expedient method to revise the hours in which bicycles are permitted to travel on the subway, other than through an amendment to the Toronto Transit Commission's By-law No. 1, Item 17, which requires Ontario Municipal Board approval;

 

(b) the feasibility of permitting bicycles on Toronto Transit Commission vehicles travelling in the non-peak direction during peak periods on the University Subway Line, north of Dupont Station;

 

(c) the feasibility of providing bicycle parking locations at transit stops; and

 

(d) the provision of bicycle parking at the Sheppard Subway Station which ensures safe and easy access and egress.

 

 

 

 

 

The Planning and Transportation Committee on November 25, 1997 (Clause No. 12 of Report No. 21) recommended to Council for its meeting on December 10, 1997, that Recommendations Nos. (1) and (2) be adopted.

Investigation of Bicycle Fatalities by the Regional Coroner for Metropolitan Toronto

The Committee recommended to the Planning and Transportation Committee and Metropolitan Council that the Regional Coroner for Metropolitan Toronto be requested to:

 

(1) conduct a full inquest into recent cyclist deaths in order to fully air the circumstances and to establish prevention strategies;

 

(2) advance, on an interim basis while the inquest is being prepared and conducted, all recommendations respecting cycling fatalities, including those contained in the brief dated June 17, 1997, from Metropolitan Toronto and the City of Toronto, the following recommendations of the Metropolitan Cycling and Pedestrian Committee, and other cycling groups, in order that work to prevent further cycling deaths can proceed immediately;

 

(3) recommend immediately:

 

(a) to the Toronto Transition Team that a cycling and pedestrian committee including citizens, interest groups and elected Councillors be incorporated into the design of the new megacity decision-making structure and that this committee be adequately staffed in order to be able to effectively pursue cycling and pedestrian safety initiatives;

 

(b) to the Metropolitan Toronto Police Services Board that improved liaison be established with the Metropolitan Cycling and Pedestrian Committee to pursue a wide range of joint initiatives; and

 

(c) to the appropriate Committee of the New City of Toronto Council that a complete system of bicycle lanes be developed and that education programs for cyclists and motorists be planned to target certain key groups such as truck and other large vehicle drivers;

 

(4) replace the word "accident" with the word "collision" in all reports and recommendations of the Regional Coroner; and

 

(5) include the Metropolitan Cycling and Pedestrian Committee in the consultation process and any other processes that are recommended.

(1) Recommendations Nos. (1), (3)(b) and (4) be adopted;

The Committee referred the following communication to the Commissioner of Transportation with the request that he submit a report thereon to the appropriate Committee of the New City of Toronto Council:

 

"(October 29, 1997) from Ms. Helen Hansen on behalf of the Pedestrian Issues Sub-Committee advising that at its meeting held on October 28, 1997, the Sub-Committee requested the Metropolitan Cycling and Pedestrian Committee to refer the following matters to the appropriate Metro Transportation staff:

 

(1) missing sidewalks on:

 

(a) McCowan Avenue, south of Sheppard Avenue, north of the Scarborough City Centre; and

 

(b) Yonge Street, south of Highway No. 401, west side of Yonge Street (to connect with sidewalk south of off-ramp); and

 

(2) sheet metal signs installed on refuge island at eye level at Sheppard Avenue West (Beecroft at new Subway site) are a clear hazard to pedestrians and should be relocated one metre or more from end of island; or, alternatively, the end of the island should be painted yellow, or a bollard installed (red-framed sign at bus stops used by the Toronto Transit Commission)."
