Subject: Governance Plan/Reconstitution of Cycling Committees.

 

Purpose:

 

The former Metropolitan Cycling and Pedestrian Committee to approve the draft Governance Plan, based on the expectation that there will be a separate cycling and pedestrian committee, and request input and endorsement from cycling committees of former Cities of Toronto and North York, and with the guidance of the Chair of the former Metropolitan Cycling and Pedestrian Committee to move the Plan forward to the Special Committee Chaired by Councillor David Miller.

 

Recommendation:

 

It is recommended that the former Metropolitan Cycling and Pedestrian Committee approve the draft Governance Plan and forward it to the cycling committees in the former Cities of Toronto and North York for endorsement.

 

Background:

 

Discussion of the Governance Plan at the meeting on December 10, 1997, was not concluded because of loss of quorum. The matter was referred to the writer and Councillor Jack Layton for information and any action deemed appropriate.

 

The Urban Environment and Development Committee has reconstituted the former area municipal cycling committees on an interim basis, until such time as a Special Committee Chaired by Councillor Miller reports on recommendations from the Transition Team, particularly respecting No. 33:

 

"Staff responsible for program advisory committees should be asked to develop recommendations, in consultation with citizens, to clarify the objectives of citizen participation, the most useful and effective ways for citizens to contribute, and the structure, makeup and term of the advisory groups."

The drafting of a Governance Plan to ensure that the interests of cyclists and pedestrians are supported and strengthened within the structure of the new City of Toronto was commenced in April, 1997, with the establishment of a Working Group comprised of representatives of the former Metro, Toronto and North York cycling committees, with staff participation. It is imperative that the cycling committees establish a plan for continuance of the committees and the draft Plan is now ready for consideration by the Committee and input invited from other cycling and pedestrian committees. At the time of writing this report, the draft Governance Plan has not been finalized by the work group selected at the last Committee meeting, however, a copy will be distributed at the meeting to be held on February 2, 1998.
