Subject: Joint Cycling Committee Meetings

 

 

Recommendation:

 

It is recommended that the North York Cycling and Pedestrian Committee be invited to meet jointly with the Toronto City Cycling Committee and the Metropolitan Cycling and Pedestrian Committee.

.

Background:

 

The Urban Environment and Development Committee at its meeting on January 12, 1998, recommended that until such time as the Special Committee to Review the Final Report of the Transition Team has released its recommendations respecting special committees and task forces, all former cycling and pedestrian committees be encouraged to meet, together when possible, to develop suggestions for submission to the Special Committee, and to continue to work with staff on initiatives currently in progress.

 

The Metropolitan Cycling and Pedestrian Committee at its meeting on February 23, 1998, adopted a recommendation by the Toronto City Cycling Committee to meet jointly until further notice and requested the respective Committee Co-Chairs to work out the details respecting meeting locations, dates, times and agendas and report thereon to the Committees. A Co-Chair from each of the three Committees--Metropolitan Cycling and Pedestrian Committee, Toronto City Cycling Committee and the North York Cycling and Pedestrian Committee-- met on March 10, 1998, and agreed, in principle, that all three cycling committees should meet jointly on a regular basis on issues of mutual concern, with the first meeting to be held on March 25, 1998.

 

Comments:

 

The Toronto City Cycling Committee and the Metropolitan Cycling and Pedestrian Committee will hold joint meetings, under their respective Terms of Reference, until a new cycling committee has been established by City Council. The North York Cycling and Pedestrian Committee will be invited to meet jointly with the aforementioned Committees (it is unclear whether its members can be included as voting members at the joint meetings because it is an ad hoc committee).

 

The joint meetings will be conducted in accordance with the following subsections 116(3), (4) and (5) of section "XX. Committee Meetings" of City of Toronto By-law No. 23-1998, "To Govern the Proceedings of the Council and the Committees thereof":

 

"...(3) A quorum for a joint meeting pursuant to this section shall be a majority of the combined number of Members of both of the Committees involved, and the Mayor, if present, shall be counted as one member for such purposes.

 

(4) The Members in attendance at a joint meeting held pursuant to this section shall elect the Chair of one of the Committees involved as Chair of the joint meeting, but if both such Chairs are absent, another Member of one of the Committees shall be so elected.

 

(5) Votes or questions put to a joint meeting held pursuant to this section shall be conducted as if both Committees involved were a single Committee and the results of each such vote shall be treated as emanating from both such Committees...."

 

The location of the joint meetings will be Metro Hall. The dates of future meetings will be set at the March 25, 1998 joint meeting and, when necessary, at the call of the Co-Chairs of the Metropolitan Cycling and Pedestrian Committee and the Toronto City Cycling Committee.

 

The following procedure will be followed regarding the preparation of the agenda for joint meetings:

 

(a) Agenda items will be submitted, preferably in writing, to the Secretary assigned to the Metropolitan Cycling and Pedestrian Committee no later than two weeks in advance of the meeting.

 

(b) Two weeks in advance of the meeting, the Committee Co-Chairs will review the submitted agenda items and set the agenda in consultation with the Secretary of the Committee.

 

(c) Supplementary agenda items, received by the Secretary of the Committee after the agenda closing deadline, may be added to the agenda, at the discretion of the Co-Chairs, only if they must be considered before the next scheduled meeting.

(d) Agenda items shall generally be presented in this order:

(i) deputations and/or presentations by invited guests;

(ii) written reports/communications; and

(iii) subcommittee reports and updates.

 

For this interim period, the existing Committees and Sub-committees will retain their lead role for projects for which they have traditionally assumed the lead role. Ongoing programs and projects of the existing Committees and Sub-committees should not be hindered by joint meetings.
