 MINUTES

Tues. July 14, 1998

City Hall at Queen and Bay

7:00 - 9:30 PM

  CALL TO ORDER - Introductions

 ATTENDANCE: Heather McClory (scribe), Lela Gary, Marleen Van Laethem (chair), Crawford Murphy, Paul Rappell, Steve Beiko, Rob Heffernan, Joe Hendry, Phil Piltch, Barb Wentworth(staff)

 2.0Announcements

- Cycling Show was on WTN, Cycling Ambassador Christie Contway was featured.

- Final draft of Coroner's Report on Cycling Fatalities was available at the meeting. Our feedback required by July 17. Comments in writing to Barb.

- "Carshare" organization starting in Toronto - Marleen gave the details and will bring a flyer to full TCCC meeting.

- TCCC "country ride" possible - dates and locations: Sun July 26 or Aug 9th - get back to Paul with suggestions.

 4.0Updates

4.1Cycling Ambassador update

- schedule to July 15 was distributed. There will be a bike safety demo area at the CNE this year.

4.2CAN-BIKE update

- 110 registrations so far this year

4.3Budget update

- Barb reported on how the grant applications are going. Waiting for paper work for the grant from the Ontario Neurotrauma Foundation

4.4Right Turns and Bikes Transit shelter campaign

- list of transit shelters where the bike poster has been put up. There will be a SPACE event on July 21 at Davenport & Shaw in the afternoon rush hour to highlight this campaign.

4.5Taxicab review update

- "Watch for bikes"stickers on rear-view mirror sticker idea was inadvertently not included in the last report. Final recommendation has been forwarded to the Taxi Review Committee through the department.

 5.0 New Business

5.1Messenger Appreciation Day 1998

- Joe asked that the Committee ask the Mayor to proclaim Oct. 9, 1998 as "Messenger Appreciation Day". Mayor Lastman did proclaim it last year when he was North York Mayor. Sponsors are being lined up and a breakfast is planned for Fri. Oct. 9th. Plans are to do it on a provincial basis, also. The Education, Enforcement, Safety and Security Subcommittee recommends that the Toronto Cycling Committee adopts the following motion:

"That, in recognition of the benefits that couriers bring to the city and in recognition of the success of last years' proclamations by the Cities of Toronto, Metro Toronto and North York, that the Toronto City Cycling Committee and the Metro Cycling and Pedestrian Committee ask the Mayor to proclaim October 9, 1998 as Messenger Appreciation Day in the City of Toronto."

 Joe alerted us to the concern in the courier community about restrictive laws that are being implemented in Boston. Discussion ensued regarding Joe's use of his title as TCCC courier rep in signing a letter in support of couriers in Boston. The EESS thought it was appropriate in this circumstance for Joe to use his title in the correspondence.

 5.2Concerns regarding education, safety and enforcement initiatives

Lela Gary brought a full page of letters to the editor in the Toronto Star on cyclist/pedestrian/motorist conflicts. Discussion ensued on attitude, rules of the road, education.

Extensive discussion of our philosophy/programs in response to the ARC letter of June 19th. Barb will draft and circulate a background response to some of the issues identified in our discussions for comment prior to the full committee meeting on July 27th.
