Subject:Policy and Guidelines for the Hiring of Senior Staff
Purpose:
This report will respond to a directive by Council that the Chief Administrative Officer bring forward a comprehensive
policy for the hiring of senior City staff.
Financial Implications:
There are not financial implications.
Recommendations:
It is recommended that the report of the Chief Administrative Officer on the policy and guidelines for the hiring of senior
staff be received for information.
Background:
At its meeting of February 4, 5 and 6, City Council considered a report submitted by the Chief Administrative Officer on
staffing of organizational leadership positions. At that time Council asked that the Chief Administrative Officer be
requested to submit a report to the Corporate Services Committee outlining a comprehensive policy for the hiring of senior
City staff.
Discussion:
Council adopted the attached two reports which outline the policy for hiring senior staff:
1. Staffing of Organizational Leadership Positions
2. Staffing Strategy for Management and Excluded Staff
The policies and processes outlined in these reports are being strictly followed as we proceed with the hiring of senior staff
for the new City.
Guidelines for the Recruitment and Selection of Management Staff have also been prepared by the Executive Director of
Human Resources to ensure that the processes are fair, equitable and objective. An executive summary of the Guidelines is
also attached for the Committee's information.
Taken together, these three documents form the comprehensive policy for hiring of senior staff.
