September 2, 1998
To:Corporate Services Committee
From:Chief Administrative Officer
Subject:Code of Conduct for Citizen Members of Agencies, Boards and Commissions
Purpose:
The purpose of this report is to recommend referral of the communication from the City Clerk, dated August 6, 1998, to the
Chief Administrative Officer (CAO), City Solicitor and City Clerk staff work group established to investigate code of
conduct/conflict of interest provisions for Council Members.
Recommendation:
It is recommended that the communication from the City Clerk, dated August 6, 1998, be referred to the CAO, City
Solicitor and City Clerk staff work group for their consideration in the development of a code of conduct policy for Council
Members.
Comment:
City Council, at its June 3, 4 and 5, 1998, meeting, directed the CAO, City Solicitor and the City Clerk to establish code of
conduct/conflict of interest provisions for elected officials. Accordingly, a staff work group has been assembled and has
commenced work in this regard, as well as on the related matter of lobbyist legislation at senior government levels.
It would be appropriate for staff to also consider in their ongoing work, the applicability of code of conduct/conflict of
interest provisions for citizen appointees to agencies, boards and commissions. Accordingly, the Motion before Committee
should be referred to the CAO for this purpose.
