Subject:Section 41 - Council Procedural By-law No. 23-1998, as amended
Purpose:
To advise that the City Clerk is conducting a legislative process review, and that in the context of that review, the
procedures concerning motions to defer and refer will be considered.
Recommendation:
It is recommended that the Motion by Councillor Silva and seconded by Councillor Saundercook, embodied in the
communication from the City Clerk, dated August 6, 1998, be referred to the City Clerk for consideration in the review of
the Council legislative process.
Comment:
The City Clerk has commenced a review of Council's legislative process to address issues raised during the first eight
months of the new Council system. The objectives of the review are to enhance the productivity of members of Council and
corporate staff, maximize accessibility to agendas and the dispositions of Committees and Council, and to optimize the
Secretariat's ability to serve Council, the public and the Corporation. The review is examining documentation issues,
Clerk's Secretariat support function and Committee and Council meeting issues, including procedural matters. It is
recommended that the Motion before the Committee should be referred to staff for consideration as part of the Clerk's
legislative process review.
